5 § 5310 Eligibility Capital projects –Primarily funds vehicles & equipment –Under § 5310, “capital” also includes Purchase of service Mobility management –80/20 Federal/local match 90/10 for CAA / ADA equipment

Transfer of Funds State may transfer Section 5310 funds to Section 5311 and/or 5307 –funds must still be used for 5310-eligible projects State may transfer FHWA flexible funds to Section 5310 –funds treated as 5310
