State of play and plans by variable Occupation

2 Policy needs for comparable data on occupations  Indicators on gender segregation used in the follow up of the European Employment strategy (Guideline 18: Promote a lifecycle approach to work and Guideline 22: Ensure employment-friendly labour cost developments and wage-setting mechanisms)  Measuring progress on balance in decision-making positions looking at women's and men's share among ISCO managerial occupations  Occupation will become important in the assessment of skills needs and gaps in the European labour market in the framework of the Council Resolution of 15 November 2007

3 ISCO 08  ISCO-08 was endorsed by the Governing Body of the International Labour Organization in March 2008  The text of the resolution adopting the new ISCO-08, including the classification structure, is now available on the ISCO Website in English, French and Spanish: tm. tm  Full documentation for the classification, including definitions of categories and correspondence tables, are partially available in English on this Website and will be published in book form as soon as possible. French and Spanish versions will be available once translation of the definitions has been completed.

4 ISCO-08 Legal framework Recommendation 13 ESS statistical domains collect data on occupations Eurostat drafted a recommendation to use 2011 as first year of reference for the transmission of data on occupations according to ISCO 08 with the exception of the Structure of Earnings Survey, conducted every four years, which would apply it in DSS WG was consulted Recommendation was presented to the 1st ESSC meeting

5 ISCO-08 Legal framework Regulation 4 Commission regulations on the domains of LFS, structural statistics on labour costs and earnings and EU-SILC mention, for the provision of occupational data, the use of the classification ISCO 88 (COM) Eurostat has prepared a Commission regulation to amend the three first previously mentioned regulations by just replacing "ISCO 88 (COM)" by "ISCO 08" and making this change effective from 2010 for the Structure of earnings survey and from 2011 for the Labour force survey EU-SILC Commission regulation N° 1983/2003 will be amended by a specific legal act as it will need to follow the regulatory procedure with scrutiny

7 Methodological work Questionnaire on data collection on Occupations Eurostat has sent a questionnaire to all Member States, Switzerland, Croatia and Turkey, to bring together information on this issue. The questionnaire was composed of 3 parts: –Classification and organizational issues –Data collection issues –Transition to ISCO 08 A summary of the answers can be found in the document Doc. ISCO/08/05 in the ISCO circa group

8 Methodological work ISCO workshop A workshop on data collection on occupations took place in Luxembourg on the 28/11/2008. The aim was: –Sharing best practices –The identification of problems in the new classification ISCO 08 –To inform on progress achieved in other projects closely related like ESEC (the European Socio-economic classification) and the database Euro-occupations A forum for discussion about the ISCO classification issues was launched.

9 Methodological work ISCO workshop ISCO 08 definitions are sometimes not enough precise and if ILO do not clarify them, the EU countries should take some common decisions on their interpretation. A task force to identify the areas which need further clarifications on the definitions of ISCO 08 could be settled as soon as all ISCO definitions are available and definitive. All documents are available in the circa ISCO group as well as the minutes of the meeting A second workshop will be organized on the 27th November 2009.

10 Eurostat grants to prepare ISCO implementation Eurostat offers grants supporting Member States and EEA countries (Iceland, Liechtenstein, Norway) in the preparation and coordination of activities and the development of tools for a coherent and high quality implementation of ISCO-08 It excludes any activity related to the European Socio- Economic Classification (ESEC) which is based on ISCO. Budget: EUR 500,000 The deadline for applications is 29 May 2009 The action should not start before 01/09/2009. It can start before the signature of the grant agreement if a justification is sent to Eurostat together with the application form.

11 Eurostat grants to prepare ISCO implementation For this purpose, the action covers the following activities: –Coordination of the preparation of the implementation of the new classification in European data collections using ISCO –The development or adaptation of a national classification of occupations compatible with ISCO-08 and the corresponding trans-coding programs to ISCO-08 (for countries using such a national classification); –The development or adaptation of a national module of questions for the collection of data on occupation according to ISCO-08 or the national classification compatible with ISCO-08;

12 Eurostat grants to prepare ISCO implementation –The development or adaptation of national tools for the codification of occupation according to or compatible with ISCO- 08, such as manuals, encoding tools for questionnaires, including CAPI or CATI softwares, IT programs for checking, processing of the data, etc.; –Test of the implementation of ISCO-08 in one of the major data collections concerned, such as the LFS or in a dedicated pilot data collection (e.g. when preparing the Census, the SES, etc.), including comparison of the structure of occupations with data from different sources and overtime; –Training of staff, experts, codifiers and interviewers in charge of data collections using ISCO, in the National Statistical Institute or in any institution collecting official statistics which include information on occupations.
