13-Jul-07WG Core variables in social surveys Name of the presentation Background Conclusion of the Strategic Development Group (July 2008): Consistency of implementation at EU and national levels Parallel approaches: by sector (discussion on a survey-by-survey basis in the working groups) and by variable (checking and consistent introduction of variables, one after the other). Appropriate coordination at Eurostat and at Member State level (national coordinator for the implementation of the core variables) Monitoring over the time by the Directors of Social Statistics (DSS) Approach by stages (set of variables at a time) to be favoured. The priorities regarding which variables to implement have still to be decided.

13-Jul-07WG Core variables in social surveys Name of the presentation Role of the National coordinators To liaise with Eurostat and the working group, To liaise with the national units in charge of each survey To analyse national implementation and to report on it, To define a national definition of reference to be used in each survey for each variable; this reference must be compatible with the EU definition, To devise with the responsible national units a national implementation plan that is compatible with the European plan  Consistency of implementation at national level

13-Jul-07WG Core variables in social surveys Name of the presentation Organisation within Eurostat Coordination and support for each core variable by the sector in the Directorate having responsibility for the topic i.e. educational level by the education unit, self-declared labour status by the labour market unit etc. First priority: to have a core variable fully implemented in one survey. A decision is taken on which instrument is to be used as a reference. (by each responsible sector of the Directorate) Extension to other surveys by consultation of the sector responsible for the topic  Examples: ISCO workshop (Nov 2008), Education attainment (Task Force Education variables, on-going)

13-Jul-07WG Core variables in social surveys Name of the presentation Priorities: 3 phases of implementation DSS conclusions (September 2008 meeting): Phase 1: Geographic data first part (linked to migration: country of birth, country of citizenship, country of residence) Highest level of education completed; Phase 2: Demographic data: sex, age, legal marital status, de facto marital status, household composition; Labour related data: self-declared labour status, status in employment, occupation, employment by industry Phase 3: Geographic data second part (linked to the address: region of residence, degree of urbanisation), Net monthly income of the household Socio-economic classification  Occupation (phase 1)

13-Jul-07WG Core variables in social surveys Name of the presentation Summary Parallel approaches: by sector (on a survey-by-survey basis in the working groups) and by variable (one after the other). National coordinators: consistency of implementation at national level Eurostat: to ensure the full implementation of a core variable in one survey and progressive consistency with other surveys afterwards –Phase 1: Geographic data first part, highest level of education completed, occupation –Phase 2: Demographic data, labour related data –Phase 3: Geographic data second part Net monthly income of the household Socio-economic classification Annual review for the Directors of Social Statistics (item 5) Comments on: - the overall process - the priority settings, surveys covered?
