3 I - INTRODUCTION (1) AU VISION ON INFRASTRUCTURE Building for Africa by the year 2030 an "Integrated infrastructure of transport, energy and communications, that is safe, reliable, efficient and affordable, capable of promoting regional and continental integration and sustainable development of the Continent”

4 I - INTRODUCTION (2) IED MANDAT The Department mandate is inline with the AUC Strategic Plan, notably the Pillar2 (Development, Integration & Cooperation) which is “to enhance Regional and Continental efforts for accelerated integrated infrastructure development and the effective and sustainable exploitation of energy resources”

5 I - INTRODUCTION (3) CORE FUNCTIONS:  Harmonisation of policies and strategies for: Transport, Energy, Telecom/ICT;  Development and interconnection of infrastructure networks

6 I - INTRODUCTION (4) CORE FUNCTIONS:  Monitoring and facilitation of implementation of policies, strategies and major continental integration infrastructure projects;  Contribution to mobilisation of resources for infrastructure development; and  Advocacy for Africa’s interests in matters of infrastructure development.

7 II – TRANSPORT PROGRAMME (1) STRATEGIC FRAMEWORK PROGRAMME FOR INFRASTRUCTURE DEVELOPMENT IN AFRICA (PIDA)  Single comprehensive and integrated continental infrastructure programme (transport, energy, ICT and trans- boundary water) sponsored by AUC, NEPAD Secretariat and AfDB with a strong involvement of RECs, ECA and AU Specialised Institutions as well as Development Partners, Civil Society and Private Sector.

8 II – TRANSPORT PROGRAMME (2)  PIDA is going to deliver overall policy, strategic framework and prioritized and phased infrastructure program up to the year  PIDA has two phases:  Phase I: Study on policies, strategies and programs;  Phase II: Implementation of priority projects. 10 II – TRANSPORT PROGRAMME (4) FLAGSHIP PROJECTS TRANSAFRICAN HIGHWAYS: DAKAR-DJIBOUTI & DJIBOUTI-LIBREVILLE TRANSPORT CORRIDORS Transport flagship projects from the NEPAD STAP retained during the Saly Portudal Round Table (January 2008) to speed up the implementation of concrete projects capable to show African commitment for the infrastructure development in the Continent Prefeasibility studies

12 DAKAR-NDJAMENA-DJIBOUTI CORRIDOR  Funding:  NEPAD IPPF= $US 582,010  AUC = $US 66,000  The pre-feasibility study for Dakar- Ndjamena-Djibouti has been started with the firm STUDI International for 6 months II – TRANSPORT PROGRAMME (6)

13 DJIBOUTI –LIBREVILLE CORRIDOR  Funding:  NEPAD IPPF= $US 999,900  AUC = $US 249,480  The procurement process is at final stage : bids evaluation is completed and AfDB non-objection is awaited  The study is planned for 12 months II – TRANSPORT PROGRAMME (7)

14 III – CONCLUSION  Strong political willingness;  Participation of all stakeholders;  Clear reporting process;  A coordination example to be continued by a real executing agency.
