3 Eurostat EU response New Pan African Programme (covering 13 sectors) to support African Union Integration, among which: Pan African Statistics (PAS) a statistical and institutional capacity building programme of 2 components, co-financed by the EU 3

4 Eurostat EU interest to support AU statistics Joint Africa-EU Strategy includes joint initiatives in 5 priority areas: 1. Peace and Security 2. Democracy, Good Governance and Human Rights 3. Human development 4. Sustainable and inclusive development and growth and continental integration 5. Global, crosscutting and emerging issues Impact measurement of EU financial flows to Africa AU official statistics will be used by EU governments, businesses, citizens 4

5 Eurostat Panafrican Statistics Programme Component 1: technical assistance in statistical and institutional capacity building Public procurement procedure managed by Eurostat Component 2: support for the production of African Economic Outlook publications and the development of a forecasting model Implemented by AfDB, UNDP and OECD Key partners: AUC Statistics Division, AfDB, UNECA 5

6 Eurostat Role of Eurostat Share Eurostat (ESS) experience of producing statistics linked to integration needs Share Eurostat experience of bringing national statistical systems together into one European Statistical System Opportunity to build on ESS lessons recognising that the African context is very different 6

7 Eurostat Broad aims of EU support for the African Statistical System Improve the quality of statistics in Africa, i.e. availability, reliability, comparability, timeliness, etc. Support the setting up of effective ways of working within the African Statistical System Build capacity of people and institutions Facilitate the transfer and uptake of good practice and common tools 7

8 Eurostat Timing and next steps Final stage of agreement to the support (from EU MS) reached in November 2014 High level quality seminar in Accra, May 2015 Procurement of services during 2015 Organisation of stakeholder meetings during 2015 to aid preparation (including with the RECs) Implementation of activities as of 2016 8
