3 ICT industry has gained a rapid progress in recent years  Build and maintained the world’s largest broadband network Communication ability total length of long distance optic fiber cable kilometers+ Internet broadband access ports 470million+ Mobile phone switch capacity 2.1billion+ Established the world's largest LTE network Customer base scale total of mobile subscribers 1.3billion wherein 4G subscribers 328million number of FTTH/O subscribers 110million IPTV subscribers 43.9million  Smart cities are feverishly under construction all over China Public safety, emergency preparing and disaster recovery areas also utilize modern ICT technology keenly Status Quo of ICT developments in China 1

4 ICT is at the explosive period of rapid development and cross-border integration  ICT is the most innovative, densely cross-border, and extensively integrated technology, in this round of technological revolution Characterized by mobile, broadband, cordless and ubiquitous, current network technology promotes technical breakthroughs  Integration of ICT and traditional sectors speeds up, providing impetus to transformation of working and living styles intelligence and internet plus are rapidly changing the way society moves on New consumption concepts, business models and industry conformations are emerging and innovatively coined Interaction of innovative subjects, organization of innovative resources, and commercialization of innovation are becoming more and more networked, global, and agile Status Quo of ICT developments in China 1

5  China’s natural disasters are both widespread and severe historically  Disasters’ occurrences are both large in number and high in frequency every year 2014, even known as a moderate loss year to natural disasters, statistics say there was 240M people affected, and direct economic losses nearly ¥ 340B  Most common disasters Earthquakes, floods, hurricanes, forest fires, debris, etc. Present status of emergency communications 2

6  Emergency communications’ goal : provide sufficient (tele)communications measures to satisfy disaster response needs  Sufficiently guarantee command and control telecoms  Satisfy communication requirements of first responders  Restore public telecommunications as soon as possible  Emergency communications’ framework  Organization and managerial system  Network and technical capacities  R&D supporting system Present status of emergency communications 2

8  Framework network and technical capacities  National communications command & dispatch platforms 3 tiers: MIIT commanding center - prefectural branches - on site  Broadband emergency VSAT satellite network Nation-wide: central stations-main stations-portable stations  Enhanced public network elements and priority services China Mobile had hardened over 1500 disaster-proof base stations Priority services is being tested in selected provinces  Deployable forces We have equipped 34 state-level forces, carriers maintained even more provincial technical responding groups Equipment refreshed and provisioned periodically 2 Present status of emergency communications

9  Framework R&D supporting system  Build sustainable emergency communications industrial chain Promote plans, standards, research and developments, equipment manufacturing Emergency Communications Industry Alliance (ECIA), with 65 members from government, agencies, academia and industry sectors (held a successful summit forum in October)  Innovative technical research and developments Experimental projects deploying private networks based on broadband trunking standards Carriers tested deployable aerial communications techniques recently 2 Present status of emergency communications

11 2  MIIT triggered national emergency telecom plan  Minister of MIIT accompanied Premier to Sichuan  National steering group formed Designated group of division keep on duty 7×24hrs., sustaining unimpeded information transfer Organize telecom resources nationwide for rescuing work  Effects of responding actions 9 hrs. after the quake, the 1st report of damage disseminated out by CT’s emergency satellite phone In 5 days the heavily damaged 8 counties, 109 rural towns restored telecommunications service Present status of emergency communications Case study: Wenchuan earthquake, 2008

12 2  Various ICT measures are taken on each stage  In the early hours: interconnect with the outside First responders should quickly reach epicenter with personal mobile terminals and portable devices if possible, vehicular devices and temporarily implemented fiber optic cables are dimensioned  When rescue work carried out smoothly public telecom networks were gradually restored larger capacity vehicular emergency telecom equipment and VSAT stations are used to provide temporary telecom services to evacuation sites  After the most urgent emergency responding period With comprehensive post-disaster plans promoted, the telecom capacities in disaster struck regions recovered to the level as or above before, and newer telecom services like 3G were also proposed with 3G network constructed and optimally provisioned Present status of emergency communications Case study: Wenchuan earthquake, 2008

13  Most important actions we plan to take  Take great strides in national overall orchestration Communication system developed by agencies comply with common standards, interconnection between each other, cross agency information sharing  Keep on constructing the dedicated emergency communication network, with space-airborne-terrestrial components, fitting all-circumstances Totally domestic controlled satellite systems for mobile and broadband services Regional deployable aerial emergency communication systems Standardize for public safety broadband wireless networks Miniaturized terminals provisioned in the most-disaster-prone regions Coordinate usage of emergency telecommunications resources  Public commercial networks need more work on disaster survivability and leverage for emergency priority services  Accelerate the research and deployment of internet applications for emergency communications Cloud computing, big data analysis, internet of things, etc. Hints on further development 3
