3 8 slave states that must decide- Union or Confederacy Lincoln did not expect war too last long. Justify- Lincoln called for volunteers for only 90 days After call for volunteers, Virginia, Arkansas, North Carolina and Tennessee secede

4 Union/Confederate? VA- secedes Spring 1861, BUT people living in the North VA wanted to remain loyal to Union, so they separated = West VA Delaware- Union Lincoln must/wants to keep Maryland in the Union. Why? It surrounds Washington DC on 3 sides

5 Was Lincoln legal in his actions? Response to the pro confederate mob attacking Union soldiers. Lincoln will order the arrest of all pro confederate leaders Lincoln will use his constitutional powers to suspend habeas corpus ( protect people from being held in prison unlawfully) Maryland- Union Kentucky-Union

6 Missouri- placed under martial law (community is under the rule of the military instead of usual gov’t) Missouri-Union

7 Early Assistance Confed. won the support of the Cherokees, Creeks, Choctaws, Chickasaws, and Seminoles. Why? Many owned slaves and leaned towards the South’s cause By signing alliances w/Confed. they were to receive the right to send delegates to the Confed. Congress 15,000 =Confed & 3,000= Union
