ODOT District Four Project Manager Thank you Jeff Good afternoon: My name is John Picuri, I‘m Project Manager for STA-30 in District Four. On behalf of our Deputy Director Al Biehl and all of District Four, I would like to thank the TRAC Committee for the opportunity to present the US-30 relocation project. Allen C. 2 History To give you a little history on the corridor itself.
US-30 is known as the “Lincoln Highway” and was the first true interstate. It extends 242 miles across Ohio from Indiana to West Virginia. Upgrading of US-30 to a limited-access freeway across the state has been progressing for over three decades through the multi-District efforts of Districts 1, 3, 4 and 11. Currently, US-30 from the Indiana state line to Trump Avenue in Canton is either a limited-access freeway or a multi-lane divided highway, accounting for 84% of the route being upgraded across the state. The remaining 35 miles, in Districts 4 and 11, from Trump Avenue to State Route 11 is STILL a two-lane rural roadway. The existing two-lane section is typified by sub-standard vertical and horizontal geometry, along with numerous insufficient site distance issues.

3 Project Limits and Description of Work
Construction of four lane limited access highway on new alignment for approximately three miles. The existing Trump Avenue interchange will be completed and a new interchange will be constructed at State Route 44. The District 4 project relocation limits are from the existing Trump Avenue interchange, East 3 miles to a new SR44 interchange. The project will provide a new four-lane divided highway on a new “up to standards” high-speed alignment.

The project is also near the Pro Football Hall of Fame expansion site. These particular impacts will be expanded upon later in this presentation

5 Safety and Geometric Issues
The existing alignment is typified by substandard vertical and horizontal geometry. Turn movements through East Canton are detrimental to traffic flow and overall conditions within the village. Reduced travel time will lessen safety services response time. To help visualize some of the geometric issues of existing US30, you can see from the aerial photo that US 30 currently traverses densely developed Village streets and requires truck traffic to make difficult 90 degree turn movements in the middle of town.

6 Project Update January 2014 – Resumed Preliminary Engineering (PE)
Stage 1 Roadway and Bridge Plans are complete Stage 1 Mine Remediation Plans are under review by ODNR and ODOT Utility Coordination is underway and utilities are working on utility relocation plans Final Right of Way plans are to be submitted November 2015 Construction plans will be 50% complete by the end of 2015 To give you a project Update: ** READ SLIDE **

7 Project Schedule With additional TRAC funds :
Right of Way acquisition and Utility Relocation could begin in the Spring/Summer of calendar year 2016. Final design could be completed in time for a Spring of 2018 Award. Construction could begin in Summer of 2018 with a completion date in late 2020. Regarding the Project Schedule District is prepared to have this major new project ready for Award in FY 2018 ** READ SLIDE **

9 Where’s the Traffic? Why US 30?
$42B in freight value flows out of Canton each year in various directions $1.4B between Canton and Pittsburgh $1.3B between Canton and Columbus As you can see on this slide, the US-30 extension project is in the heart of the Utica shale development through Eastern Ohio. This project would extend traffic beyond Canton’s urban areas into the energy producing rural areas, allowing more direct access by bypassing the congested and hazardous local road network. This project will facilitate the movement of raw materials and products more efficiently in and out of the shale energy region, hereby fostering future growth. Source – Brookings Institute

Cost Benefits Analysis Significant improvement in travel-times, on average 17 min. Reduction of vehicle operating costs, estimated $160M annual users savings Less accidents, prevent 175 injury involved crashes and nearly 450 property damage only crashes You will note in this slide that there are several oil and gas affiliated companies new to the region, identified in blue. Continued Growth of Oil & Gas Development Investment in just four projects in proximity to US 30 will create major economic growth in the region Rover Pipeline $4.2B Investment Nexus Pipeline $2.2B Investment Utopia East Pipeline $300M Investment Cornerstone Pipeline $140M Investment Total Direct Investment $7B Investment Multiplier $7B  Total Capital Investment $14 Billion These new gas pipelines and processing facilities will attract future plants, creating new jobs and taxes. Over the past 48 months, our region has seen over $1.5B of new capital investment. The extension will create a new economic corridor to Pittsburgh and the East Coast. Appalachian Development Highway Corridor (ADHC) U.S. Congressman Bill Johnson is working to get US 30 in Columbiana County designated as an Appalachian Development Highway Corridor Will bring in millions of dollars to Ohio from the federal government to help complete US 30 to Pennsylvania and the eastern U.S.

In closing, the District would like to re-emphasize that the Gas and Oil industry is here to stay along with the associated truck traffic. This project will alleviate traffic issues in the Village of East Canton and assist the movement of goods and materials to and from the region. Thank you for your time and consideration.
