4 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Mission Statement Operation PACIFIC ANGEL (PA) plans and executes Humanitarian Assistance (HA) and Civil Military Operations (CMO) events that directly support CDRUSPACOM and COMPACAF theater engagement strategic objectives CDRUSPACOM-directed humanitarian assistance mission that compliments PACFLT’s PACIFIC PARTNERSHIP ship visits within the PACOM AOR PACAF serves as the Executive Agent (EA) for Operation PACIFIC ANGEL Utilizes USAF/ANG airlift to demonstrate mobility of US Joint/Total Force sourced medical/engineering support and subject matter expert exchange (SMEE) capability Where feasible, National Guard Bureau State Partnership Program (SPP) relationships are exercised

5 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Objectives Facilitate unique military/civilian/non-governmental organization (Mil/Civ/NGO) interoperability amongst US/Host Nation (HN) military, AMEMB Interagency (USAID), Host Nation civilian medical and engineering professionals, PACOM AOR Multilateral military medical and engineering personnel, and US and/or HN NGO’s Promote Building Partner Capacity (BPC) and interoperability by conducting concurrent events with medical Health Services Outreach (HSO), Engineering Civic Action Program (ENCAP), and Subject Matter Expert Exchanges (SMEE’s) Objective: Increase in HN efficiency and effectiveness of future US/HN Interagency, Multilateral military, and NGO response capacity during real world HA/DR scenario By-products: Building military/civilian trust; crating and exercising logistical/contracting agreements; building future airport capacity to receive and support US military HA/DR aircraft

6 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Event Venue Normal event venue is to share procedures and techniques: Medical Health Services Outreach (HSO) focusing on general health/primary care, dental, optometry, women’s health, pediatrics Engineering Civic Action Programs (ENCAP) focusing on the repair/refurbishment and/or upgrade of existing rural medical and school facilities (structural, roofing, electrical, plumbing, flooring) Subject Matter Expert Exchanges (SMEE) focusing veterinary, public health, neonatology, trauma care, first-responder, water surveillance, vector control, crowd control security, construction safety, etc. Airlift and Airfield SMEE’s focusing on airfield/landing zone surveys (update AMC Airfield Suitability and Restrictions Report for aircraft suitability); HA/DR airdrop operations (drop zone control/recovery); HA/DR 463L pallet buildup and inspection, aircraft load planning/aircraft loading procedures, hazardous material packaging and documenting for airlift

7 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Capacity Building Country Revisits build upon prior visits; higher-levels of BPC promoted through follow-on SMEE’s and Provincial access through trust building Multilateral military planners “observe” in other countries prior to participating Multilateral military medical and aircraft participation in other countries (regional capacity building) USAID projects/programs built upon or augmented, where feasible State Partnership Program (SPP) relationships leveraged, where feasible Hawaii with Indonesia; Hawaii/Guam with Philippines; Alaska with Mongolia; Oregon with Bangladesh/Vietnam; Idaho with Cambodia; Nevada with Tonga (staffing Papua New Guinea) NGO partnerships: US-sponsored Project Hope and East Meets West Foundation; International Red Cross and Red Crescent; Host Nation- sponsored NGO’s
