4 The aggregate of disciplines (philosophy, sociology, economy, jurisprudence, psychology, cybernetics and other) the basis of science of management, that study and provide its practice of management and is based on the position of theoretical administrative approaches. A management theory studies conformities to the law of forming, construction, functioning, development of its different systems, perspective of application of methods and also organizational principles of structures.

7 It costs to examine the management as the scientific discipline, that has an object, theory, laws, principles, functions and methods, the use of which allows to specify and complement its purpose, task and maintenance. A management theory is the organization of the systems and their component parts, ground of charts-models and management process, that is the determination of the essence and sphere of its application. A theory explores and determines the conformities to the law of motion of processes and phenomena in this industry.

9 The management is based on the complex approach of their application, namely: Main economic law. Division of labor. Integrations of labour process. Steady growth of labour productivity. Correlative of the sensor-based and guided system. Feed-back. Unity of action of all laws of management. Reduction of stages of management. Harmoniousness of structure and function. 12 Management principles are the main, initial positions of theory, studies, science, to which belong: the objectivity and specification, scientific character, system, complexity, development according to a plan, optimum and efficiency, specification of main link, rational combination of centralism and democracy, unique guidance and collective nature, stimulation of labour, of branch and territorial management, permanent improvement of forms and methods, account and control and other

21 General principles of system approach are:  confession of the explored object for the system with characteristic features and properties,  picture of integrity of the explored object, the ability to examine it as an integral education, instead of simple mechanical aggregate of separate elements;  the confession in the explored object of presence of numerous and various types of external and internal communications;  exposure of structure of the system, that is the study of its composition, properties of separate elements of integral object, displays of their co-operation, character of structural association of parts in integrated whole;  functional approach to the study of system object and others like that.

24 In accordance with the theory of management it is examined also as the process. Under the process of management it has to be understood the aggregate of interdependent operations, which are carried out on certain technology by leaders, specialists, by office workers by hand or by various methods, machine systems and separate hardwares.
