2 STRATEGICDEVELOPMENT ORIENTATION STRATEGIC DEVELOPMENT ORIENTATION FOCUS ON 3 strategic objectives provided by the Draft CBC Strategy/ Programming Document 2014-2020: Promote economic and social development in regions on both sides of common borders; Address common challenges, in environment, public health, safety and security; Promotion of better conditions and modalities for ensuring the mobility of persons, goods and capital.

3 PROGRAMME’SGEOGRAPHY PROGRAMME’S GEOGRAPHY IDENTICAL WITH THE CURRENT PROGRAMMING PERIOD:  Armenia, Azerbaijan, Georgia, Republic of Moldova - all regions  Bulgaria (NUTS II regions of Severoiztochen and Yugoiztochen),  Greece (NUTS II regions of Kentriki Makedonia and Anatoliki Makedonia – Thraki),  Romania (NUTS II region of South-East),  Russia (Rostov Oblast, Krasnodar Krai and Adygea republic),  Turkey (NUTS II equivalent regions of İstanbul, Tekirdağ, Kocaeli, Zonguldak, Kastamonu, Samsun and Trabzon),  Ukraine (Odeska, Mykolaiv, Kherson, Zaporosh’ye and Donetsk Oblasts, Autonomous Republic of Crimea and the City of Sevastopol).

4 BUDGET MS received from the EC information regarding the allocation of cohesion policy for 2014-2020, including for ETC objective ERDF transfer to external cooperation programmes (IPA/ENI) ENI funds = at least equal with the ERDF allocation from MS IPA transfer to the Programme’s budget Provisional budget beginning of 2014 UNKNOWN YET…..

5 PROGRAMMINGPROCESS PROGRAMMING PROCESS Joint Programming Committee - the responsible body for the preparation of the future Programme, made up of representatives of all participating countries; 3 JPC meetings held, on a rotation basis, in the eligible area; Managing Authority and Audit Authority officially appointed; First draft of socio-economic analysis and SWOT prepared, with the support of ENI CBC – Support to programmes preparation;

6 SOCIO-ECONOMIC ANALYSIS THEMATIC FOCUS –Territory and demography –Economy –Education and employment, R&D, research –Environment, health, safety and security –Energy, transport and communication networks –Culture, civil society and self-government

7 DATA SOURCES Statistical data requested from participating countries Statistical data collected in 2006 (in order to identify trends/changes) Available international data and reports (World Bank, WHO, etc.) on BSB countries EU data to allow comparison with EU averages

8 SWOT ANALYSIS Socio-economic analysis Questionnaire sent to stakeholders from participating countries –Measures 2007-2013 programme –Expected overarching ENI-CBC objectives –Cross-cutting issues –Additional fields Mapping of projects awarded under the two calls for proposals

9 PROPOSED THEMATIC OBJECTIVES (TO) TO4 (Promotion of social inclusion and fight against poverty) –Development and/or access to social services –Integration of immigrants and vulnerable groups TO6 (Environmental protection, climate change adaptation and disasters) –Environmental protection –Energy efficiency –Sustainable waste / waste water management TO7 (Accessibility to the regions, development of transport and communication networks and systems) –Transport services (and small scale infrastructure) –ICT infrastructure

10 POSSIBLE ALTERNATIVE TOs TO1 (Business and SME development) –Specific sectors (tourism, agriculture); Entrepreneurship TO2 (Education, research, technology and innovation) –Promotion of and support to research and innovation; Life-long learning TO3 (Local culture, historical heritage) –Promoting local culture and history TO5 (Support to local & regional good governance) –Capacity of local & regional authorities and communities; regional integration TO8 (Common challenges in safety and security) –Development of and access to health services

11 ROAD MAP Public consultation on SWOT and proposed TOs of the wider regional stakeholders - by February 2014 3 JPC meeting in 2014 – Q2, Q3, Q4 Finalization of the JOP – Q4 2014 Submission of OP to EC – Q4 2014 Negotiations and approval by EC - max. 6 months since JOP submission Signature of Financing Agreement - max. 1 year from JOP adoption
