3 1.The Challenge An EU Neighbourhood Programme: Black Sea Basin, Joint Operational Programme, 2007-2013 “... The Black Sea Basin is one of the main areas of interaction between the European Union (EU) and its eastern neighbours, and it is experiencing rapid and intense structural evolution. After the last enlargement in 2007, with the accession of two littoral states, Bulgaria and Romania and with Turkey conducting accession negotiations, the EU now has shores on the Black Sea. As a result, the EU´s interest in furthering stability and security in this region has grown even stronger.” 3

How BSBEEP will achieve its goals BSBEEP: Overall and specific objectives To contribute to stronger regional partnerships and cooperation schemes in BS area through the reinforcement of administrative capacities of local authorities and bodies. To reinforce the administrative capacities of local authorities and bodies in a very crucial sector (energy efficiency in buildings) having major environmental and economic impacts locally and globally. 10 3. How BSBEEP will achieve its goals BSBEEP: Why energy efficiency? Because, it means doing more with less … New professions, More jobs, new actors New Materials, products, new applications New funds, initiatives, policies and progammes, new procedures, standards, certifications, incentives A field of activity very relevant to local authorities and communities Money savings, cost reduction, better environment, fighting climate change, poverty, social exclusion 10

How BSBEEP will achieve its goals BSBEEP: What are we waiting to receive Knowledge, methods, techniques, procedures in order to reinforce the administrative capacities of partners and further disseminate to collaborating local authorities and bodies. Publicity, awareness, dissemination of project results and knowledge to local population and stakeholders and change their perception and behaviour to a much more friendly attitude about energy efficiency. Materialise project efforts by motivating the establishment of networks, initiatives, partnerships concerning energy efficiency in buildings. 12

How BSBEEP will achieve its goals BSBEEP added value To achieve effective use of energy in a local community is a matter of persuading people to share a vision of better and cleaner environment. It forces for adopting global perspectives and integrating planning. The effort should be collective and radical. Changing the way of using energy in buildings will help communities to change way of thinking their interaction with environment while saving money from family budget. 13

How BSBEEP will achieve its goals BSBEEP is not alone: Target groups and beneficiaries Target groups: Political personnel (Mayors and Vice-mayors, counsellors), Municipal servants, mainly officers from Technical Departments and Financial Departments. Employees of municipal technical services and the private- sector construction industry. Journalists both those working in municipal/public-owned media and private-owned media, at local and national level. The precise numbers will be defined under GA4.1 activity at first steering committee, where partners will have a much more clear and definitive position depending to allocated amount. 14

How BSBEEP will achieve its goals BSBEEP are not alone: Target groups and beneficiaries Final beneficiaries: Collective bodies (e.g. chambers of commerce, associations of engineers, working unions, financial institutions) Specific professional groups (e.g. builders, construction entrepreneurs, specialised journalists) Energy related institutions and bodies (public and private electricity companies, ESCO’s), construction companies, construction materials producers, financial institutions General audience (both as potential investors and as sensitive and active energy consumers) Selection criteria: Good will to participate, sharing the vision to implement BSBEEP goals, appropriate to each activity knowledge and skills demands, eagerness to learn and apply this new knowledge and skills in future projects. 15

How BSBEEP will achieve its goals BSBEEP Expected results ( R ) R1-To exchange organised knowledge and information about buildings energy efficiency and to disseminate it systematically around Black Sea area R2 -To collect valid data and produce sound analysis on two fields of intervention (1) municipal buildings and (2) energy consumption on municipal level R3 -To have reliable base studies contributing to short and mid term planning on energy efficiency matters R4 -To train practically target groups on energy efficiency matters and to sensibilise wider audience R5 -To communicate with wider local audience, to disseminate and capitalise joint action's knowledge base, process and results. To concretise partnership and strengthen project's sustainability R6 -To achieve sound project management with quality financial monitoring. To transfer knowledge for EU projects management to non-EU partners 17
