4. Review of Views on the Issues Hamilton/Federalists Favored a strong national government. Supported a loose construction of the Constitution. A broad interpretation, Congress has powers beyond those specifically given in the Constitution. Favored using the government’s power to support business, manufacturing and trade. A strong national bank that would collect taxes and keep funds safe. It would print money backed by the government, it would make loans to businesspeople. Alarmed by violence of the French Revolution, favored Great Britain in its war with France. Jefferson/Republicans Strong states’ rights and an economy based on agriculture. “Those who labor the earth are the chosen people.” Supported a strict construction of the Constitution. Congress has only those powers specifically given in the Constitution. Democracy over any other form of government. Best government=the government that governs the least, limited powers. National bank unconstitutional, designed to encourage growth of businesses and manufacturing. Bank will not make loans to farmers to buy land. They saw the French Revolution as a step toward democracy and attacked the Federalists support for Great Britain.

5. 1 st Federalists yell! “Born to rule, we know what we need! With a strong central government, we will succeed!” 2 nd Republicans yell! “We know what we need from day to day! Don’t try to rule us from far away!” This will be a talk-it-out debate 3 rd Judges yell! Rock, Paper, Scissors Then GO!
