4 Youth Population of Bangladesh Population of Bangladesh is about 143.9 million About one third of the total population is youth. According to National Youth Policy the age group between 18-35 years is defined as Youth in Bangladesh. 3

To facilitate the unemployed youth for Self- employment/ wage employment at home and abroad providing skill development training and micro-credit support. Vision of the DYD 5 1. To transform the unemployed youth into organized, disciplined and productive work force.

7 Objectives To encourage the youth for self-employment or wage employment through motivation, training and other necessary support. To organize the youth through voluntary youth organizations and motivate them to take part in community development and nation building activities. To Promoting formation of youth organizations at the grass root level and ensuring their participation in national development process. 6

8 To involve the youth in socio-economic activities like literacy programme, disaster management, primary health care, environmental improvement, resource conservation and awareness building against anti- social activities, drug abuse, AIDS/STDs etc. To take necessary steps for empowering the youth by providing skill development training & micro-credit support for establishing self-employment projects and ensure their participation in decision making process. 16 3. CREDIT SUPPORT PROGRAMME 1.Individual Credit Programme 2.Group based Credit programme Two types of Credit programme 1. Features of Individual credit Programme: - Credit in disbursement to individuals. - Participation in training course on any trade from DYD is the precondition of this credit - Ceiling of credit for individual is Tk. 10,000-50,000 - 10% service charge is collected in declining method. 2. Features of Group based Credit Programme: - Loan is disbursed for people under extreme poverty line. - Five members forms a group - Five to ten groups forms a Kendra - Each group members receive Tk.7000-11000 as first to fifth disbursement. -Credit repaid on weekly basis within 52 weeks. - 10% service charge is collected in declining method. 15

18 On Reproductive Health, Prevention of HIV/AIDs, STD, Substance Abuse, Norms, Values, gender and development, good governance, disaster management, behavioural development, environment conservation, civic education for responsible citizenship and against immoral activities. This programs are being implemented through 64 district offices, 476 upazilas and 10 metropolitan thana offices, 111 youth training centres and 6838 Youth clubs all over Bangladesh. 4. 22 1. National Youth Day: The Government of the people’s Republic of Bangladesh celebrates National youth day every year. 2. Club Enlistment and Grant-in-Aid : 13575 youth organizations have been enlisted with the DYD. Tk. 612.71 lakh has been sanctioned to 5861 youth clubs from a welfare fund named “Youth Welfare Fund”. The principal amount of this fund is Tk. 10 crore. 3. National Youth Policy: National Youth Policy hasbeen approved by the Government in the year of 2003. The registration of the youth clubs by the DYD is yet to be implemented. 7. Other Activities. 21

Relations with other International Agencies: UNDP, UNFPA, ESCAP, ILO, UNESCO, JICA(JOCV), American Peace Corps and KOICA are extending their Cooperation in implementing the programmes of the DYD under the Ministry of Youth & sports. 5. Commonwealth Youth programme (CYP): 175 Youth officials & Youths participants obtained “Diploma in Youth and Development Work” from CYP Asia Centre. 6. Khas Ponds & Tanks Lease for Youth Employment: DYD can lease out up to the size of 20 acres of khas ponds and tanks to the enlisted and registered youth co-operative societies. The total no. of ponds is 26572 and among these 12878 ponds and tanks has been leased out among the registered youth co-operative societies all over Bangladesh. The total revenue collected from the leased ponds is Tk. 4319.88lakh. Now this program is ended. 7. Herbal Tree plantation: Programme is being undertaken To motivate the unemployed youth regarding plantation, use and export of herbal trees to generate self-employment. 22
