(d) Overwhelmed WatSan coordinators (Mozambique, Malawi) (e) Slow implementation (Zimbabwe, Malawi). (f) NS not using PHAST tool kits (Zimbabwe, Malawi). (g) Government sanitation standards in Zimbabwe (Blair VIP) – too high for poor families who need simple system.
