EVALUATION OF EMERGENCY SMALL SCALE IRRIGATION PROJECTS Felix Dzvurumi, Consultant FAO-Regional Interagency Coordination Support Office (RIACSO)
AREA OF FOCUS Smallholder (Macro-irrigation) Mozambique & Zimbabwe Drip Irrigation (Micro-irrigation) Lesotho and Zimbabwe Treadle pump irrigation (Micro-irrigation) Malawi, Mozambique and Zimbabwe
MAJOR FINDINGS AND RECOMMENDATIONS PROJECTS DESIGN & APPROACHES TARGETING EIA PROCUREMENT & TECHNICAL SPECS PRODUCT & EXTENSION SUPPORT SYSTEM PERFORMANCE PROJECTS IMPACT
PROJECTS DESIGN & APPROACHES Institutional analysis – technical, human resource, transport Policy and/or coordination Targets Inception, implementation and exit strategies Support/program package Unwillingness of Donors to fund software under emergency
TARGETING Understanding farming system – geographical targeting Understanding the farmer – individual targeting Clusters- where resources are limited.
ENVIRONMENTAL IMPACT ASSESSMENT EIA – policy, need and time factors. Alternatives to EIA Environmental concerns identified.
PROCUREMENT & TECHNICAL SPECS Technical capacity of FAO and IP Low competition for local procurement Gaps identified Sharing of expertise, testing facilities and use of sub regional international experts. Absence of procurement plan
PRODUCT & EXTENSION SUPPORT Economic decline affecting private sector, NGOs and government alike. Monopoly in private sector suppliers content with donor and government tenders, unwilling to go into research, extension and product support. Demand for TP by individuals in Zimbabwe and Malawi.
SYSTEM PERFORMANCE Function of all of the above. TP-rusting, height, stiffness, use of grease, inlet & outlet diameter, height of cylinder, system design. Drip kits- primary filter, pressure compensatory emitters, size of tank & filling frequency, water mgt, use of buckets, Smallholder irrigation- designs, quality of works and supervision.
PROJECTS IMPACT Generally no M&E systems. Low capacity in FAO-EU or implementing partner. Difficulties in getting data on agricultural and financial performance – cohort farmer. Access to inputs and markets identified to be critical. Through walk and talk, observations, food & nutrition security and income evident in some cases.
