4 WTP#3 Facility and Phase One Wellfield CPH Engineers complete design and permitting of Water Plant Facility and Phase One Wellfield in April of 2007. Wharton-Smith our general contractor begins construction July 2007. July 31, 2008 City Water Treatment Plant #3 is officially brought online with phase one wells. Plant can run at 1.5 million gallons a day (MGD) output, half it’s rated capacity.

6 WTP#3 Phase 2 Wellfield City staff begins negotiation for specific phase 2 well property rights in 2005. Connect Consulting drills the twelve phase 2 wells to service additional WTP#3 raw water source needs in 4 th quarter of 2006. CPH Engineers complete design and permitting of phase 2 wells and raw water pipeline.

7 WTP#3 Phase 2 Wellfield Well project completion will allow plant #3 to produce it’s permitted capacity of 3.0 MGD. City acquires warranty deed and easement rights from Rayonier April of 2010. Notice to Proceed issued for Palm Beach Grading to construct wells and raw water pipeline on June 21, 2010.

11 Electrical Distribution City provides for language in the Rayonier agreement that Rayonier will work with FPL on electrical rights for the project. City executes agreement with FPL for electrical service in Sept. 2010. Pays $421,243.00 in fees to FPL. Talks begin to stall between Rayonier and FPL on property rights. City begins to consider alternatives to FPL electrical supply.

12 Electrical Distribution Talks fall apart between FPL and Rayonier. City determines it has the right to install electrical lines within our existing easements. City issues a Request for Qualifications for Electrical design services. CPH Engineers/Fred Wilson and Associates are selected as best qualified firm to design electrical distribution system.

13 Electrical Distribution Electrical Design is completed July 2012. Project bids are received Sept. 11, 2012. Three bidders provide responsive bids with C&C Power line (C&C) being the low bidder. City staff and the Design Engineer recommend approval of a construction contract with C&C to the City Council.
