1 5 MAN MECHANICS We are returning to the previous positions on kickoffs: REFEREE: Near goal line favoring the HL side UMPIRE: On 20 yard line on the press box side HEAD LINESMAN: on 30 yard line opposite the press box side LINE JUDGE: at 50 yard line on press box side BACK JUDGE: at K’s free kick line opposite the press box side

2 Kickoff Referee’s Position
U LJ G G G G Referee Position near R’s goal line Linesman’s side Count R Players Check other officials in position and signal ball ready for play after other officials are ready Hold bean bag in hand R It is not necessary to wait for KICKER to be ready. Some can take an inordinate amount of time. Make your decision based on your tempo and not the kicking team. L BJ Make sure there are at least 4 players on each side of the kicker

3 Kickoff Referee’s Position
Deep Kicks, Be ready to rule on touchback or player momentum Start clock when kick is touched (other than first touching by K) Pick up runner and follow until released to covering official G G G G R Remember that clock does NOT start if ball is first touched by K within the first ten yards, though clock will start (and then stopped) if touched by R). If ball is touched by K AFTER the first ten yards, the clock WILL start at the spot of first touching by K.

4 Kickoff Referee’s Position
U LJ Referee If kick goes OOB determine if touched by R inbounds Kicks outside inbounds lines, move cautiously with play Observe actions behind play and clean up G G G G R L BJ

5 Kickoff Umpire’s Position

If ball is touched by K AFTER the first ten yards, the clock WILL start at the spot of first touching by K. Again – officials covering K & R restraining lines should be aware NOT to start the clock in the first ten yards if touched by K. However; if touched by R, clock can of course.

13 Kickoff Line Judge’s Position
LJ Line Judge Kick to your side Move down sideline while watching for fouls and to area best to officiate depending on the kick Keep spacing with Umpire Determine if kick goes OOB and flag if not touched by R On long runs, pick up responsibility for the runner from Umpire and follow to goal line G G G G It is important to MAINTAIN proper spacing as you flow downfield. As you flow downfield make sure that you have an awareness when the play starts coming back towards you. Try to maintain at least a 10-yard cushion between yourself and the other sideline official so you don’t “run-up” on him.

14 Kickoff Line Judge’s Position
LJ Line Judge Kick Opposite Side Move cautiously toward play being ready to rule on your sideline if play reverses Observe action of player in vicinity of runner and watch for fouls away from the ball Help Back Judge with goal line on long runs U G G G G R It is important to MAINTAIN proper spacing as you flow downfield. As you flow downfield make sure that you have an awareness when the play starts coming back towards you. LJ Line Judge If K first to touch, mark spot of first touching with bean bag If fair catch is signaled on short kicks to your side, sound whistle after kick is complete (know when kick ends), and mark spot Hold spot and communicate results to Referee G G G G U R BJ MUST make sure that as covering official you do NOT blow whistle prior to end of kick. Must be aware of potential for a muff. Be deliberate with your whistle L

29 Scrimmage Kick Back Judge’s Position
G G G G Back Judge Position yards wider than and 2-3 yards behind the deepest receiver on HL’s side of field Carry bean bag in hand Be ready to rule on momentum inside 5 yard line Observe initial action around receiver BJ Rule allows for the possibility that a R player may catch a kick inside his 5-yard line and his momentum carries him into his own EZ. NEW in the exception NOW applies to the RECOVERY of a ball as well as a catch EXAMPLE: If kick is grounded at 7 yard line and ball bounces high in the air, if R recovers ball at 4 yard line, while his momentum carries him into the EZ, the momentum rule applies. Ball goes back to 4 yard line as opposed to awarding K 2 points on a safety.

62 Passing Plays Back Judge
Retreat to be in position behind deepest receiver Responsible for deep receivers Be ready to rule on complete / incomplete pass and interference Move to goal line or end line if either is threatened LJ G G R U BJ REVIEW OPI & DPI criteria. Pass Interference Basics Pass interference is interfering with an ELIGIBLE opponent’s opportunity to move toward, catch or bat the pass, Pass Interference rules ONLY apply beyond the NZ when a LEGAL FP crosses the NZ, In most cases, PI will involve CONTACT between two opponents, though it is NOT required (see faceguarding). Act must occur inbounds and beyond NZ It is NOT PI is contact is unavoidable and it results from a simultaneous and bona fide attempt by both players to reach, catch, or bat the pass. NEW RULE CHANGE; It is NOT PI if contact occurs away from direction pass is thrown. Catchability is NOT considered in high school football There can be NO PI behind the NZ L

63 Goal-Line Plays (Inside 10 yards) Referee
Same Coverage as scrimmage plays Do not give touchdown signal from behind runner unless obvious. Give touchdown signal if touchdown has been signaled and no foul has occurred LJ G G R U BJ REMEMBER that R has no LOS responsibility, therefore there is no reason to come charging up to LOS. R is responsible for 90 yards behind him so R should move with deliberateness AFTER play is dead Wing officials MUST be at Goal Line BEFORE ball crosses L

64 Goal-Line Plays (Inside 10 yards) Umpire
Position near goal line and cover same as scrimmage play Watch runner for moving ball forward after it is declared dead near goal line LJ G G R U BJ REMEMBER that R has no LOS responsibility, therefore there is no reason to come charging up to LOS. Linesman & Line Judge Position same as scrimmage play On snap between 10 and 5 yard line, release slowly downfield and stay ahead of runner On snap inside 5 yard line, release to goal line and work back to ball ONLY signal Touchdown if you see ball cross goal line LJ G G R U BJ REMEMBER that R has no LOS responsibility, therefore there is no reason to come charging up to LOS. R is responsible for 90 yards behind him so R should move with deliberateness AFTER play is dead Wing officials MUST be at Goal Line BEFORE ball crosses L

66 Goal-Line Plays (Inside 10 yards) Back Judge
End line responsibility Do NOT mirror signal LJ G G R U BJ L

67 Measurements Line Judge Back Judge Linesman Umpire Referee
Align Linesman up with line and ball Back Judge Goes to sideline and keeps down marker on present down Linesman Walk chains out, place clip on line and hold Umpire After Linesman ready, pull chain Referee Determine if ball across line-to-gain LJ G G U R This is a deviation from the Mechanics Manual for Back Judge and Umpire and IS an acceptable mechanic, if discussed during pregame so that when measurement(s) take place, transition is seemless. L BJ

68 Penalty Administration Referee
Flag thrown for Intentional Grounding LJ Referee Stop Clock Obtain penalty information from official Give Preliminary Signal Provide options to captain of offended team After penalty has been enforced, provide final signal to press box side.
