Five Officials Umpire Position - Kickoff ABefore Kick: 1Be certain coaches, players, substitutions, and individuals are in proper location 2Position: On R’s 20-yard line on sideline opposite linesman. 3Count R players 4Hold arm above head to indicate you are ready. 4If short free kick is anticipated, position on R’s 45-yard line.
Five Officials Umpire Position - Kickoff B.After Kick: 1.Kick to your side, pick up runner and follow. 2.When kickoff goes outside opposite inbound line: a.Move cautiously toward play. b.Observe action of other players in vicinity of runner. c.Serve as clean-up behind, to side of, and around runner. 3.Maintain position enabling coverage of your sideline at all times. 4.Mark out-of-bounds spot if kick goes out of bounds in your area. a.Bean bad spot if last touched inbounds by R. b.Drop penalty marker if untouched inbounds by R.
Five Officials Umpire Position - Running Play AAfter ball is spotted: 1Position: aUsually will spot and remain over ball until referee gives ready-for-play signal. bUsually 4 to 7 yards behind Team B’s line and between B’s ends, keeping snap in view. cDo not interfere with vision or movement of defensive backs. dVary position so players cannot use you as interference. 2Check Following: aNumber of A players bFive players numbered 50-79 on offensive line and ineligible receivers. cInterference with snap, false start or encroachment. dDisconcerting signals by B. eNote position of ball between inbounds lines. Five Officials Umpire Position - Running Play BAfter snap: 1Areas of Responsibility: aKey center and guards. If they block aggressively, read run. If they pass block, read pass. bRead point of attack paying particular attention to free-blocking zone restrictions. cWhen play is to wide side: 1Move in that direction observing initial line play and action around runner (especially on short gains or losses in side zones). 2Remain on inside working out to maintain boxed coverage. dWhen hole opens directly in front of you: 1React and adjust according to play, possibly move laterally (quick step) from hole being alert for tight end cutting across. 2Cover action at point of attack and then behind runner. 2Check for illegal use of hands or arms and other fouls near neutral zone.

Five Officials Umpire Position - Forward Pass BAfter snap: 1Be alert for illegal contact on snapper. 2Watch for illegal contact and illegal use of hands. 3When you read forward pass, step toward neutral zone: aThis removes you as a target on shallow drag passes. bPuts you in position to rule whether ineligible is illegally downfield. 4Observe action of players in and just behind neutral zone. 5Assist referee to determine whether passer’s feet were in or behind neutral zone when ball was released 6Drop penalty marker at spot from which illegal pass is thrown. 7Cover short passes down middle. 8Know where forward pass first touches anything. 9Cover fumbled pass in your area, mark spot. Five Officials Umpire Position - Scrimmage Kick BAfter snap: 1Step toward neutral zone and be alert for roughing the snapper, then shift to action of offensive guards and backs behind neutral zone. 2Read play. Be alert for run or pass. 3Be alert to assist referee in covering a short or blocked kick and determining if the ball crosses neutral zone. 4Following kick, pivot to view line-judge side of field to observe blocks in side zone and move toward return area observing players away from ball. 5Be alert for fouls in secondary and move downfield slowly. 6When ball goes out-of-bounds, move to help relay ball to inbounds spot. Five Officials Umpire Position Field-Goal Attempt or Try BAfter snap: 1Step toward neutral zone reading interior lineman (key action of center and guards). 2Check action on snapper. 3Be alert for determining if kick crosses neutral zone. 4Be ready to assist referee in covering short or blocked kick. 5Be alert for action on or by outside offensive linemen an up blocking back on vacated line-judge side. 6Shift observation to contact between defensive players and blockers behind line. 7After players go past your position, pivot to view line-judge side of field and observe blocks in side zone and move toward play to observe action. 8Assist in goal-line coverage if run develops to vacated line-judge side. Five Officials Umpire Position Goal-Line Play APosition near goal line and cover same as scrimmage pay. BDo not give touchdown signal from in front of runner unless obvious. CWhen runner has made quick thrust into line, be sure ball is not moved forward after it is declared dead. Assist wing official if he or she needs help. Four Officials:Same

DOn properly marked field, avoid stepping off distance between yard line, except to the first and for the final yard line. EWalk briskly, use an arm signal to point to each yard line you cross. Five Officials Umpire Position Measuring for First Down using Traditional Rods and Chain ATake forward rod from chainman at place of measurement. BWhen linesman says “Ready”, tighten chain and hold forward rod near ball until referee reaches decision. Four Officials:Same

Five Officials Umpire Position Ending-of-Period Procedure Responsibilities reside with Referee and Back Judge. Four Officials: (if field clock is used) AWhen facing clock, be responsible for knowing when time expires. BIf time expires prior to snap: 1Sound whistle to prevent snap, if possible. 2If ball is snapped immediately after time expired, sound whistle load and long, and give time-out signal.
