Do Now: Copy the vocabulary below into your notebooks: Foreign Policy: relations with other nations George Washington: the 1 st U.S. President Neutrality: non-involvement, refusal to take sides French Revolution: the revolution of the people against the monarchy in France: it began in 1789, resulted in the establishment of a republic Washington’s Farewell Address: written to "The People of the United States" [1] near the end of his second term as President of the United StatesUnited States [1] President of the United States Domestic: at home (in this country)

3 Board Notes I. Early U.S. Foreign Policy: – World Problems- revolutionaries in Paris demand a constitution and equal rights (“liberty, equality, and fraternity”). France also goes to war with many European countries including Britain in order to spread the ideas of the Revolution – Domestic Problems: Whiskey Rebellion- farmers revolt against new federal tax on whiskey (made from corn). Washington puts down revolt and enforces tax. – Neutrality Debate – Washington declares that the U.S. would not take sides because war would interfere with American commerce and trade. This angers Jefferson, who believed that the U.S. should support the cause of liberty.

4 As the American Revolution ended, the United States began to emerge as an independent world power. It became the job of the first few presidents to guide the young nation through this difficult time. Through their actions, they influenced the future of American foreign policy. When he left office, Washington delivered a farewell address (speech) filled with advice and cautions to the young nation. 1) Read the excerpts from Washington’s Farewell Address in pairs (always read the questions first) 2) Each group member will take turns reading each section to their partner 3) Students will engage in active listening when their partner is reading 4) Answer the questions that follow George Washington, the 1 st President of the U.S.
