3 What is an Environmental Management System? It is a management approach that requires: a specific policy the identification of factors, including risks the setting of targets and objectives monitoring of performance against objectives

5 EMS requires documentation at each stage Plan – how to operate with regard to the environment Do – procedures to follow while conducting business that protect the environment / achieve your plan Check – take the time to review how you do versus your plan Act – learn from your performance to do better next time

6 What is the Cariboo- Chilcotin’s EMS? Defines environmental performance we’d like to achieve Describes who will do what, and when to achieve it. Defines clear roles and responsibilities Always evaluating and improving the system and our performance

10 What is ISO 14001? International Organisation for Standardization (ISO) ISO 14001 is an international generic standard for environmental management systems (EMS) that can be applied to any industry ISO 14001 certified EMS allows companies to set their own goals for issues of greatest concern

11 ISO 14001 Certification for Cariboo-Chilcotin Business Area means:  Our EMS meets ISO 14001 standards  Independent auditor confirms that we’ve done what we said we were going to do in our EMS

12 Why do we need EMS ? Ensures marketability of our products Provides an efficient system for improving our business practises Provides clear expectations between staff and clients Due Diligence Defence

13 Scope of our EMS  All BCTS operations including planning, harvesting, silviculture, road construction and maintenance  All BCTS Licensees, Permittees, Contractors (LPC) activities and operations under our control or influence  Not the LPC camps, shops or off site facilities

14 BCTS’s Approach to EMS Set-up Phase - present Voluntary Implementation Phase - May 2005 Mandatory Implementation Phase - October 2005 Audit Phase - January 2006

15 Mandatory Implementation Phase Applies to All Contracts/TSL’s issued after October 1, 2005 Documents will contain mandatory EMS conformance clauses LPC signatory/supervisor must have proof of BCTS Level 3 certification (card) Level 3 supervisor delivers and documents “tail-gate training and test-drills” with all on-site staff for each project

16 Voluntary Implementation Phase Cariboo-Chilcotin BCTS offering Level 3 training to LPC’s signatory/supervisors March - April 2005 Planning 2 sessions in Williams Lake and 2 sessions in Quesnel Voluntary participation means working together to learn staff/client roles and responsibilities

17 Voluntary Implementation Phase Will not require mandatory EMS conformance clauses to be added to existing documents Requires the signing of a voluntary conformance agreement at training session LPC’s do not have to participate but will have to obtain their own Level 3 certification at their own cost

18 Level 3 Training will use Operational Controls Environmental Operating Procedures Environmental Field Procedures Emergency Preparedness Response Manual Emergency Response Plan Checklists (pre-works) Supplements

19 Emergency Response Manual BCTS Environmental Policy Spill Kit Requirements Reporting Requirements for Landslides/Major Erosion Events, Forest Fires and Spills LPC responsibilities and testing requirements
