Environmental Management Systems 101 - Refresher EPA Regions 9 & 10andThe Federal Network for Sustainability
Objectives After this discussion, you should be able to: Describe EMS requirements in EO 13148Define an EMSList elements in an EMSList the benefits of an EMS
EMS Requirements in EO 13148Agency level EMS self assessment by October 2001Facility pilot EMS by April 2002EMS at all appropriate facilities by December 2005Added “appropriate” facilities. Not all facilities have to have them.
What is an Environmental Management System? “The part of the overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing achieving and reviewing the environmental policy.” ISO14001
What is an Environmental Management System? An environmental management system brings together the people, policies, plans, review mechanisms, and procedures used to manage environmental issues at a facility or in an organization.
Things About EMS You May Not Know You already have many of the components of an EMSMay not meet requirements of ISO 14001After this class, you may be able to identify ways to improve your EMS
An EMS is Environmental Facilitates environmental complianceAddresses environmental impactsBroadens environmental responsibilities to all whose work can have a significant impact on the environmentEnvironmental office has technical expertise to contributeIt has been my experience that the Environmental Manager is too overworked to have time to be the lead in developing an EMS. The whole point of an EMS is to
An EMS is Management Must have commitment of top managers EMS owned by facility managerMust be consistent with other management systems
An EMS is a System Requires awareness of formal structure Addresses policies, procedures, programsDoesn’t specifically address compliance components (drums, labels, etc.)I modified the third bullet, because an EMS does address emergency planning and training.
Continual Improvement Cycle Etc.PlanImplementImplementPlanReviewImplementCheckAct is a pretty vague word – need to reinforce the concept of top management review.CheckReviewPlan
EMS Frameworks ISO 14001 Standard Code of Environmental Management PrinciplesCompliance-Focused EMSEco-Management and Audit SchemeGary and Carole:Performance Track isn’t a stand alone EMS frameworkThis is a FF training course so I don’t want to bring up Responsible Care.We can talk about whether to mention CEMP after we see whether agencies are coming who are committed to CEMP.
ISO 14001 Components Environmental Policy Planning Implementation and OperationChecking and Corrective ActionManagement Review
Environmental PolicyIssue a policy statement signed by facility managerAt a minimum, commit toContinual improvementPollution preventionEnvironmental complianceIdentifies EMS frameworkPublicly availableAdded “At a minimum” to the description of elements of an E policy. Some government agencies are moving toward sustainability.
PlanningIdentify aspects and impacts from facility activities, products, and servicesReview legal requirementsSet objectives and targetsEstablish formal EMS program
Implementation & Operation Define roles and responsibilitiesProvide EMS trainingEstablish internal and external communication mechanismsEstablish document control systemEstablish operational controlsIntegrate with or establish emergency preparedness procedures
Checking & Corrective Action Conduct periodic monitoring of environmental performanceIdentify root causes of findings and conduct corrective and preventive actionsMaintain environmental recordsConduct periodic EMS audit
Management Review Conduct periodic senior management review of EMS Revise policies as needed

Other ISO TermsRegistration - An external audit of an EMS for conformance with ISO by an entity certified in the US by Registrar Accreditation Board (RAB)Registrar - Entity that conducts external audit of EMS for registrationConformance - Adherence to ISO standard measured externally or internallySelf-Declaration - An assertion by an organization that it is in conformance with the ISO standard based on an internal audit of its EMS
Benefits of an EMS Help maintain compliance Reduce operating costs Integrate environmental programs into missionIncrease employee involvementReduce environmental impactsAdded a bullet on reducing environmental impacts of organization
What’s Missing? Structure Continual improvement Top level management commitmentManagement review or ownershipFormal awareness of “system”Or is it something else?
SummaryAn EMS is the combination of people, policies, procedures, review, and plans to help address environmental issuesImportant EMS elements include continual improvement, management commitment, formalization, and awareness of system approach
