These departments reported to the President (increasing the power of the executive branch) to begin a national bank as part of the Alexander Hamilton’s financial plan (increasing the power of the legislative branch). the idea of judicial review (increasing the power of the judicial branch). 6. Problem 2: Implementing a uniform Court/Justice System They create a plan……. There were no details in the Constitution about the Supreme Court or the courts underneath the Supreme Court. How should they run?????

7. What Happened? 1.In the Judiciary Act of 1789, 2. The size of the Supreme Court was set 3. The U.S. was divided into districts Congress organized the Federal Courts. at 6 judges (now 9). there was a federal judge in each region of the country to preside over federal cases from that region.

8. Problem 3: Creating a stable economy and paying off debt States and Congress had borrowed money during the American Revolution from individual people and foreign countries. The new government also needed money for current operations. The estimated amount owed by the U.S. in 1789 was between $75 and $80 million, but the gov’t only had an income of $4 million. {Do you see a problem here????} They created a plan……….

Taxing whiskey (known as an excise tax – tax on products produced in the country). 4. Establishing a National Bank to handle the government’s money – printing money and handling loans to the federal government and private businesses. 11. What Happened???? A compromise between Jefferson and the Southern states was created by Hamilton’s plan. The National Bank was established using loose construction. The tax on whiskey resulted in the Whiskey Rebellion; farmers in western Pennsylvania refused to pay the tax and attacked tax collectors. President Washington led the army to quickly put down the rebellion – The Southern states got the new capital of the U.S. to be located in the South, on land donated by Virginia and Maryland. proving the new gov’t under the Constitution had the power and will to enforce its laws. ( unlike during Shay’s rebellion and the A of C!)
