1 STFC SHE Group Corporate Services January 2009 Update Site Waste Management Plans Site Waste Management Plans are now required for construction projects worth more than £300,000. It is the responsibility of the Building Work Co-ordinator to ensure that the SWMP is produced and maintained (section 4.3.8).

2 STFC SHE Group Corporate Services Who should use this presentation & read code Managers of staff, and staff, who: Make changes to the use of rooms, laboratories or workshops Install major scientific equipment that may: –Affect the structural loading of the building; and –Require new services: gases; water; electricity etc Undertake minor ‘building’ works, for example: erecting shelves, drilling into walls Construct or modify existing buildings, premises or services

4 STFC SHE Group Corporate Services Why a SHE Code for buildings, premises etc? STFC premises: offices, laboratories, workshops etc contain a range of SHE hazards inherent to the building and its modification: fire, asbestos, Legionella, or services: gas, electric, water. The STFC is responsible for providing a “safe place of work including access and egress”, Health and Safety at Work etc. Act, 1974, and meeting related regulations Workplace (Health, Safety and Welfare) Regulations, 2002. Incidents and near misses arise routinely from poor building control and/or modification. These include: poorly erected shelving collapsing; fire doors blocked; electrical incidents; inadequate site plans; out dated fire risk assessments etc.

5 STFC SHE Group Corporate Services Key features Maintaining the fabric of buildings from a SHE standpoint is the responsibility of Estates Management teams at STFC sites Building work is defined and encompasses activities ranging from installing shelving and changing room use through to demolition and construction of new buildings or maintenance or installing new services to existing buildings Building work can only be managed by authorised ‘Building Work Co-ordinators’ competent to manage such activities and approved by site estates groups All building work on STFC sites affecting site drawings must notified to relevant estates groups All building work that can impact fire safety and building/area Fire Risk Assessments notified to relevant SHE Group Construction projects worth more than £300,000 are required to have a Site Waste Management Plan.

Do not undertake modifications to buildings or their services, or change the use of areas or buildings without consulting relevant personnel in Estates Groups or SHE Group. Report all defects in buildings, premises, services and infrastructure to local Estates Groups, and as appropriate report related SHE incidents or near misses to SHE Group.

7 STFC SHE Group Corporate Services A standard Appendix to each SHE code lists necessary training - competence in safety is important Training Appendices should be used by managers and staff when considering new hazards or in general as part of Annual Performance Reviews (APRs). - see SHE Code 10 ‘Provision of SHE training’ As each code is launched relevant training will be set up for staff.
