04.06.2016 1 Kriegers Flak Offshore development in three different countries - lessons learned and progress expected

Construction and financing of RE-projects (1.4 billion €- invest, 1,000 MW) Development of and sponsorship in international RE-projects Development of offshore wind farms

3 WPD Offshore Development of 10 projects in several European countries, inter alia: Kriegers Flak Baltic I Finngrunden (Sweden, 1000 MW) He Dreiht (German North Sea, 595 MW) Hochseewindpark Nordsee (German North Sea, 400 MW) Pipeline of more than 5000 MW

4 Baltic Sea - Baltic I - Kriegers Flak I+II+III - 21+80+128+91= 320 turbines (up to 1600 MW) together Europe‘s largest advanced project area in terms of area, turbines and capacity developed by WPD since 2000 (Kriegers Flak II Sweden sold to Vattenfall in 2005)

5 21 Turbines: up to 78 MW Wind speed 8.7 m/s at 95m Water depth 16-19 m All permissions granted (August 2006) Planned start of operation 2009 Baltic I

Local proceedings as the project is in territorial waters: –General planning permission (Raumordnungsverfahren) granted February 2005 –Permission for wind farm due to Federal Pollution Act (BImSchG) March 2006 –Permission for cable due to Federal Pollution Act (BImSchG) August 2006 All needed permissions are granted 04.06.2016 6 Baltic I - Permissions

7 80 turbines (~ 400 MW) Wind speed 9.0 - 9.6 m/s at 100m Water depth 20-35m All permissions granted (April 2005) Kriegers Flak I

04.06.2016 8 Measuring mast Fino II Unique in the Baltic Sea Supported by the Federal and Local Government, Germanischer Loyd and Offshore Ostsee Wind AG Foundation errected October 06

Grid connection Kriegers Flak I & Baltic I Connection with Baltic I and Bentwisch Internal grid

Kriegers Flak II Located in the Swedish economic zone Project developed by Sweden Offshore Wind AB (founded by WPD and WIND-Projekt in 2002) Sweden Offshore sold to Vattenfall AB in May 2005 Permission for 128 x 5 MW granted 29 June 2006 Further development untill 2007 by WPD Scandinavia AB

Kriegers Flak III Open Door Application filed in August 2006: 91 turbines 3,6 to 5 MW type 15 to 20 m deep 9,5 m/s at 100m 25km to Møn ca. 3km to Kriegers Flak II ca. 4km to Kriegers Flak I Proposal by working group for future windfarms in Denmark: Kriegers Flak included with 4 proposals 200 MW each

12 Experiences –Neighbouring national authorithies want to be informed, but do not influence the neighbouring project –Despite the fact that it is one area, the crucial points were different in every country: Germany: shipping safety Sweden: fishermen & military Denmark: national ressources (sand) –Possibility of transnational transmission network attracts utilities (Vattenfall Baltic Wind Link) –For Kriegers Flak, still some technical issues regarding the foundations need to be solved – strong advantages to have a smaller project to start with (Baltic I)

13 Progress expected –Regarding wind speed, Kriegers Flak seems to be the most attractive area in the Baltic Sea – FINO II measurements will prove –Technically Kriegers Flak is less challenging than a lot of North Sea projects –WPD`s next steps: develop, finance, construct and operate Baltic I (Germany) - in 2007:secure windturbines and project finance - in 2008:start preparation of construction - in 2009: construction of Baltic I, start of operation

WPD offshore strategy: –Likewise onshore, WPD’s aim is to finance, construct and operate offshore windfarms: Building and operating Baltic I as the first offshore project in Germany Proceeding with Kriegers Flak I (Germany) as one of the most promising projects Developing a long-term project pipeline towards Europe 14
