8 Programs cofinanced with the EU funds within PARP In the financial perspective 2007-2013 PARP is involved in implementation of the following OPs: OP Innovative Economy (OP IE) Budget: 3.9 bn EUR OP Human Capital (OP HC) Budget: 672 m EUR OP Eastern Poland Development (OP EPD) Budget: 2.6 bn EUR Share of OPs implemented by PARP in the NSRF: 7.2 bn EUR (8.4% of total NSRF budget)

9 Innovative Economy OP – objectives Main objective: development of the Polish economy on the basis of innovative enterprises. Detailed objectives: improvement of innovativeness of enterprises, improvement of competitiveness of Polish science, strengthening the role of science in the economic development, increasing share of innovative products of the Polish economy in the international market, creation of permanent and better workplaces, increase in the use of information and communication technologies in the economy. 65% of financial resources allocated to the direct support of enterprises within OP IE is assigned to SMEs.

10 10 Polska Agencja Rozwoju Przedsiębiorczości © Warszawa, 20.08.2008 Human Capital OP PARP implements two measures within II Priority of Human Capital OP „Development of human resources and adaptation potential of enterprises” relating to: co-financing of trainings – beneficiaries: entrepreneurs and their partners, science units, technological parks, TTC’s, business incubators, training institutions, business support institutions, persons willing to start business activity, public administration and media; development of the entrepreneurship support system – creation and development of the institutional system providing entrepreneurs, their employees and persons willing to start business with access to the complex offer of business services and counselling.

11 Eastern Poland Development OP 2007-2013 The goal of the OP is to stimulate social and economic development in five regions. Main objectives of the OP intervention: stimulation of knowledge based economy development, broader access to the Internet, better quality and access to the communication services, development of metropolitan functions of voivodship cities, sustainable development of tourism in Eastern Poland. The total budget of the Eastern Poland Development OP is € 2.6 billion

12 PARP’s measures for enterprises – scope of actions Clusters development, R&D activities development, Innovative investments, Training and counselling, Internationalisation, Dialogue with enterprises, Promotion of best practices.

13 Support for clusters development Raising awareness: seminars, workshops, study vistits, benchmarking of clusters; Counselling for clusters coordinators; Direct support for clusters development (investments, advisory and trainings); International clusters cooperation.

14 Support for R&D development Innovation vouchers: initiation of cooperation between micro/small enterprises and R&D units; R&D activities development: industrial research and development works, implementation of the results of R&D projects; Development of R&D infrastructure: investments, specifically for enterprise to become an R&D Centre; Industrial property rights protection: acquiring or protection of industrial property rights (patents, industrial design); Participation in international research and innovation programs: finding partners, preparing and submitting applications.

15 Grants for innovative investments Investment grants: grants for investment projects (purchase or implementation of new innovative technologies) leading to launching new or significantly improved products on the market; Industrial design: grants for projects regarding industrial design and its implementation into production process; E-business: grants for e-services development, incl. creation of digital products (B2C), grants for business process development (B2B); Innovation loan: support for innovation projects.

16 Training and counselling Training for enterprises related to their human development plans; Trainings and advisory organised by PARP: in the horizontal areas – i. e. public procurement, environmental law, dedicated to specific groups – i. e. development of small companies in Eastern Poland training program, family business, Fast Response Instrument; Academy of PARP: educational portal offering free of charge e-learning courses, counselling, tutors; Seminars under Enterprise Europe Network: EU law and policies, financial instruments in business activity of SMEs, environment protection, foreign markets, promotion of FP7; Innovation projects referees: prior analysis of project and applicant qualification to the given measure.

17 Internationalisation Passport to export for SMEs: preparation of an export plan for a company, counselling services regarding analysis of the export potential of an entrepreneur and his/her qualification to the program, search and selection of business partners on the chosen foreign market, participation in trade fairs and business missions abroad, documents necessary to launch products or services on a foreign market; Business missions, trade fairs, Internet fairs, match-making events, business cooperation database; Publications (guides on foreign markets, Euro Info Bulletin); Information and counselling services (Polish and EU law, incl. regulations regarding running business on foreign markets) under Enterprise Europe Network.

18 Dialogue with entrepreneurs Trainings, conferences, seminars: Annual Educational Forum for Small and Medium Sized Enterprises, approx. 50 seminars per year on measures implemented by PARP, Annual Evaluation Conference; Innovative Enterprises Club discussion forum for entrepreneurs, Publications research and analysis, evaluation of programs implemented by PARP, Brochures - available in PARP Library and on-line. 19 Promotion of best practices Polish Product of the Future Contest: addressed to innovative entrepreneurs, R&D units, science institutes, experimental institutes, and individual inventors, over 400 applications including proposals of innovative solutions submitted to the PPP Contest, promotion of the winners in Poland and abroad.

20 System of business support institutions supported by PARP National SME Services Network (KSU) Network of independent organisations, specialised in various services for SMEs and persons planning to start business, 214 organisations registered in KSU, Supported by PARP (organisational issues and on the merits), Offers wide spectrum of services for SMEs, i. e.: information – via Consulting Points, pro-innovative consulting services (technology transfer) – National Innovation Network (KSI), financial services – Loan- and Guarantee funds.

21 Consulting Points (CPs) 111 locations of CPs in Poland; More than 300 consultants; Free of charge information for entrepreneurs and persons planning to start business activity: Basic information regarding business activity, inc. legal aspects, Financial instruments (incl. programs cofinanced with EU funds) for SMEs, also rules of public support, Information on trainings, technology transfer services, availability of loans and loan-guarantees within the system, Databases of business support institutions, branch associations, etc.

22 National Innovation Network (KSI) National Innovation Network (KSI) – business support institutions offering free of charge pro-innovative advisory; KSI offer includes: technology audit, technology transfer services.; 23 KSI centres in Poland.

23 participation in activities of bilateral working groups (approx. 10) in charge of international economic cooperation, coordination of international conferences and other promotional activities, as part of assignments by the Minister of Economy, cooperation agreements (19 Memorandums of Understanding) concluded with the foreign business support organisations, participation in the economic policy reviews carried out by the international organisations (e.g. in 2009 it was the review of the Polish enterprise policy carried out by the OECD), accompanying the Minister's of Economy business trips abroad. Consulting Board – discussion forum on present and future actions toward the SMEs and business environment organisations;  Marshall Offices – common creation of regional struktures (i. e. Contact Points);  Regional Financing Institutions (RIF) – implementation of chosen support measures;  Ministries – policies’ implementation as well as expertise on strategic documents and legal acts projects perfomed by PARP;  Enterprise Europe Network – local office + coordination on the national level;  Foreign partners – 19 bi-lateral memorandums of understanding, participation in TAFTIE and IASP;  Participation in CIP and FP7 projects.

26 Promotion of Poland in a frame of EXPO 2010 in Shanghai PARP’s tasks: Preparation and implementation of the exhibition, Preparation and implementation of promotional events programme, Preparation and implementation of information and social communication system in relation to Polish participation in EXPO 2010. Under the agreement with the Ministry of Economy, PARP was entrusted with preparation of Poland’s participation in EXPO 2010 in Shanghai.

28 Promotion of entrepreneurship: educational and advisory support for youth and start-ups, Organisation of contests for the best master thesis / PhD dedicated to commercialisation of scientific research, Implementation of instruments aiming at promotion of SCP patterns (support for high-tech innovations related to environment protection, eco-design, waste valorisation), Management and organisation improvement of PARP – i.e. analysing the processes within the PARP (identification and mapping of processes in terms of current organisational structure of PARP).
