4 UNCLASSIFIED Event Timeline 2:15 PM: WSP Tomah Post was advised of a semi-tractor trailer unit on USH 12 driving erratically 4

5 UNCLASSIFIED Event Timeline 2:20 PM: WSP observed the vehicle traveling westbound on USH 12 and initiated a traffic stop The Semi driver failed to stop 5

6 UNCLASSIFIED Event Timeline As the semi driver failed to stop, a police vehicle in front of the semi believed that the semi driver was trying to run him off the road. The semi driver continued west on STH 16 towards Sparta at speeds between 30-50mph. The semi crossed into oncoming traffic & failed to stop 6

7 UNCLASSIFIED Event Timeline Several tires were Spiked and a front steer tire came off the tractor. The semi hit a dump truck then crossed the center divider and traveled west in the eastbound lane. The pursuit went 23 miles and lasted 28 minutes 7

8 UNCLASSIFIED Event Timeline A felony stop was initiated while EB traffic was stopped A language barrier prevented effective communication with Singh, the driver 8

9 UNCLASSIFIED Event Timeline Members of the Monroe County Tactical Unit arrived on scene within 5 minutes and activated their combined tactical unit to remove the driver (assisted by the LaCrosse Tactical Team’s “Bearcat”) 9

10 UNCLASSIFIED Event Timeline The tactical team verbalized to the driver with no response. They then shot less lethal munitions at the driver’s side window and mirror of the tractor unit. They were able to get the driver to exit the vehicle 10

11 UNCLASSIFIED Event Timeline The driver approached officers with a bag and did not comply with commands. Officers used less lethal on the non-compliant subject who was un-phased and had the “1,000 yard stare”. He retreated back into the cab. 11

12 UNCLASSIFIED Event Timeline After an hour and twenty minutes the team approached the semi using the “Bearcat” with an Arabic interpreter who talked the driver out and into police custody. 12

13 UNCLASSIFIED Event Timeline Lacrosse EOD K9 scanned the semi for explosives and the dog “hit” on the trailer. Monroe County requested the Dane County Bomb Squad (54 CST supported). 13

14 UNCLASSIFIED Event Timeline The ATF, FBI, DCI, WEM, Fort McCoy Police and Monroe County HazMat were notified and responded to the scene. 14

15 UNCLASSIFIED Event Timeline 9:45 PM: The Dane County Bomb Squad arrived 15

16 UNCLASSIFIED Event Timeline 12:00 AM: Dane County Bomb Squad, using their robotic rover, made entry into the trailer & cleared the vehicle 16

19 UNCLASSIFIED Trigger-Point Realization & Actions First, identify the WSIC as the initial point of contact for any/all matters potentially related to terrorism in the State of Wisconsin. Second, create a two- tiered approach to creating awareness of the need to notify the WSIC. 19

20 UNCLASSIFIED Interoperable Radio Plan Establish and exercise, w/in the ICS structure, a radio communication plan for incidents involving local, state and federal partners. Develop a centralized communication plan for emergency services incidents with dedicated channels for IC staff. 20

21 UNCLASSIFIED Conduct exercises that go from a Single Incident Commander to a Unified Command. Increase opportunities for rural LE agencies to train on and exercise ICS. ICS Training / Exercises 21

23 UNCLASSIFIED Questions to consider back home… How do we: –Better support the Incident Commander? –More effectively coordinate local, state and federal response? –Provide more timely incident reporting? –Better facilitate information sharing between agencies at the Tactical, Operational, and Strategic levels?
