4 Bargaining Update – Overview Full book contract negotiations this year 8 meetings so far (5/22, 5/29, 6/3, 6/8, 6/17, 7/10, 7/27, 8/14) Approximately 90 language issues were brought to the table As of 8/14, only 5 language issues remain unresolved, 3 of which are relatively minor Bargaining over compensation will begin at next meeting (9/3) Goals: step increases, COLA, increase Board contribution to health insurance, preserve Title I Differentiated Pay Secondary goal: finish and have ratification materials ready by next meeting

5 Bargaining Update – Significant TA’s so far Big wins on observation procedures in Article IV – Evaluations: MBUs must receive written feedback on any element scored D/B/NU, if the element is in Domain 1, MBU must receive description of what “went wrong” and specific suggestions for improved performance If any element is scored D/B/NU, next observation cannot occur until at least five days after receipt of written feedback (unless MBU and evaluator agree to waive) “Additional observations” can only occur “within a mutually agreed upon timeframe” Other Article IV issues: District proposed eliminating AC rehire language, TA excludes AC teachers who have been disciplined with a suspension from automatic rehire that year Roster verification: if MBU teaching non-VAM class can document that a student was absent for at least 10% of instructional time, student shall be removed from roster upon request

6 Bargaining Update – Significant TA’s so far Grievance timeline: informal discussion must be initiated within 15 days of the later of either: When the alleged contract violation occurred When the grievant should have known that the alleged contract violation occurred Evaluation grievances are an exception – the timeline does not start until receipt of summative evaluation result Any portion of evaluation (e.g., IPS) may be grieved before then

7 Bargaining Update – Outstanding Issues Compensation (salaries, insurance, etc.) District wants an extra ½ hour per month added to the workday (or 6 hours during the year) for staff meetings and/or PD District wants changes to partial days at end of each semester to “increase student learning time for elementary” Changes to terminology and procedures in Article XIII – Professional Development Duration (probably 3 year contract) Next meetings: September 3 rd (Thursday), maybe September 11 th (Friday)

8 Best and Brightest “Scholarship” To qualify: must be a “Highly Effective” or newly hired classroom teacher with SAT or ACT (not GRE or any other test) scores in the 80 th percentile or above, and must apply by October 1 On paper, the “scholarship” is $10,000, but it will likely be much less… Total award is capped at $44 million ~100,000 “Highly Effective” teachers in Florida  20% is about 20,000 $44 million spread over 20,000 teachers is only $2,200 Can spend the money on anything, doesn’t have to be for teaching supplies, etc. QUESTIONS?

9 State-sponsored liability insurance Revival of blatant attempt to attack unions during Jeb Bush’s tenure Last in effect from 2001-2006 Cost $5.6 million, only paid out about $50,000 in claims $1.2 million earmarked for the program this year FEA Vice President Joanne McCall sent an e-mail out to all teachers in Florida, and supplied local unions with a 10-minute meeting on the topic with some details QUESTIONS?

10 TA on Evaluator Rotation Article IV.6.C.2: Upon written request by an MBU, the same administrator shall not evaluate the MBU for more than three (3) consecutive years. Administrators are now attempting to specialize in subject areas, therefore assumed to be the most qualified to evaluate those subject areas.
