Whats New for Spring 2012 STUDENT PLEDGE Prior to testing, students are required to read and sign a student pledge on the page after the welcome screen. Students taking a CBT must read and check a box indicating that they agree to adhere to the pledge. Students who do not check the I agree box will not be able to proceed into the test. If a student refuses to check the box, the TA should check the box for the student and note this in the record of required administration information, but the student should be allowed to test. 21

Whats New for Spring 2012 SEATING CHARTS TAs are required to maintain an accurate seating chart for each group of students in their rooms during testing. All seating charts must indicate the front and back of the room, as well as the direction the students are facing. If students are moved to a different location during testing, a new seating chart must be created and maintained for this location. 22

Whats New for Spring 2012 TEST ADMINISTRATORS ALL TAs must be certified educators. TAs are required to sign a Test Administrator Prohibited Activities Agreement in addition to a Security Agreement. Certification numbers must be recorded on this document. The FCAT/FCAT 2.0 CBT Administration and Security Agreement has been revised to emphasize the importance of proper training and the possible consequences of test administration irregularities. 23

Whats New for Spring 2012 VIRTUAL SCHOOL STUDENTS District makes arrangements to test Florida Virtual School (FLVS) Full-Time public school students, as well as other virtual program students, per Section 1002.45(6)b, Florida Statutes (F.S.). STCs will be provided a list of FLVS students scheduled to be tested at each school. 24

Whats New for Spring 2012 SEAL CODES Students participating in Grade 6 or 10 Reading or FCAT 2.0 Reading Retake using TestNav must enter a seal code to open Session 2 on Day 2 of testing. Students are not able to return to Session 1 once they have logged in to Session 2. Students will log in using the same Student Authorization Tickets for both test sessions. TestHear accommodated forms do not require a seal code to begin testing on Day 2. 25

Whats New for Spring 2012 TestHear Accommodated CBT forms (large print, color contrast, zoom, screen reader, assistive devices) are available for eligible students who have such accommodations identified in their individual educational plans (IEPs) or Section 504 plans. These forms will be accessed using the TestHear software, which is similar to the TestNav 6.9 software but provides accommodations and allows the use of assistive devices. Students who require accommodated forms must practice using the accommodated ePAT for the specific accommodated form or form combination that they will use during testing. 26

Whats New for Spring 2012 REFERENCE SHEETS For this administration, hardcopy reference sheets will be provided for ALL students taking the FCAT Mathematics Retake, not just for students with a paper- based accommodation. Reference sheets for CBTs will be included in test administration manual shipments. 27

Whats New for Spring 2012 PAPER-BASED MATERIALS Regular print and Braille test materials are available for eligible students who have such accommodations identified in their IEPs or Section 504 plans. Reading passage booklets for CBT Reading are available for eligible students with this accommodation indicated in an IEP or Section 504 plan. Although Reading Passage Booklets are included in the category of paper-based accommodations, eligible students who require them will test on the computer. 28

Whats New for Spring 2012 HAND-HELD CALCULATORS After participating in an FCAT Mathematics Retake practice test, a student may request an approved four-function calculator on the day of testing. Test administrators should have a supply of approved calculators for these students. 29

Reminders Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification. District Coordinators must ensure that all school administrators, STCs, TAs, and proctors receive adequate training prior to test administration. All personnel involved in test administration must read and sign an FCAT/FCAT 2.0 Administration and Security Agreement, provided in Appendix C, and test administrators must sign a Test Administrator Prohibited Activities Agreement, also provided in Appendix C. 30

Reminders Students may not have any electronic or recording devices including, but not limited to, cell phones and smart phones, at their desks, in their pockets, or anywhere they can reach them during testing, even if the devices are turned off or the students do not use them. If a student is found to be in possession of ANY electronic device(s) during testing, his or her test must be invalidated in order to successfully enforce this policy. Students and parents must be made aware of this policy prior to testing. 31

Reminders If a student begins a session and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session. No exceptions will be made once the student leaves the schools campus, so parents and students must be made aware of this policy. If you have concerns about a student, you should not allow the student to begin. Instead, arrange to administer the test to that student on a make-up day. 32

Reminders The following resources for this administration can be found at www.FLAssessments.com/SpringRMS :www.FLAssessments.com/SpringRMS Test administration manuals Forms to report test irregularities/security breaches and missing materials Training materials Comment forms Blank Administration Record/Security Checklist Security log Reference sheet 33

Reminders Schools must administer an ePAT using the appropriate script provided in the Spring 2012 CBT Manual to all students to be tested to ensure that students have enough time to become familiar with the item types and features of the testing platform. ePATs can be used at any time up to the day of the test. The ePAT is also available for students to practice with on their own. 34

Students to be Tested Grades 6 and 10 Reading In general, all students currently enrolled in grades 6 and 10 will take the FCAT 2.0 Reading test. Retakes Students who entered Grade 9 prior to Fall 2009 and have not yet passed the Reading portion of the Grade 10 FCAT participate in the FCAT Reading Retake. (The CBT manual incorrectly states prior to Fall 2010) Students who entered Grade 9 in Fall 2009 or earlier and have not yet passed the Mathematics portion of the Grade 10 FCAT participate in the FCAT Mathematics Retake. Students who entered Grade 9 in Fall 2009 and did not pass Grade 10 FCAT 2.0 Reading participate in the FCAT 2.0 Reading Retake. 35

Students to be Tested Grades 10–Adult (AD) Students Students who entered Grade 9 in Fall 2009 and beyond participate in Grade 10 FCAT 2.0 Reading/FCAT 2.0 Reading Retake. First-time Grade 10 students who entered Grade 9 in Fall 2010 and beyond do NOT take an FCAT/FCAT 2.0 Mathematics test. Students enrolled in Grade 10 participate in FCAT 2.0 Reading regardless of any ACT or SAT concordant scores on file. 36

Students to be Tested Special Program Students Make arrangements to test special program students (Home Education, Virtual School, McKay Scholarship, FTC Scholarship). 37

Students to be Tested English Language Learners (ELLs) All ELLs are expected to participate in statewide assessments (per the FDOEs Office of Student Academic Achievement through Language Acquisition). If an ELL has been receiving services in an ESOL program operated in accordance with an approved ELL plan for one year or less AND a majority of the students ELL committee determines that it is appropriate, the ELL may be exempt from this FCAT 2.0 Reading administration. Exempt ELLs must participate in the CELLA assessment or they will be counted as not assessed and this will impact the participation rate calculation. 38

Students to be Tested Students With Disabilities All students with disabilities participate in the statewide assessment program by taking one of the following: FCAT/FCAT 2.0 without accommodations, FCAT/FCAT 2.0 with accommodations, or Florida Alternate Assessment. All determinations regarding participation in the statewide assessment program must be documented in the students IEP or Section 504 plan. See Appendix A of the manual for information regarding accommodations. 39

Test Invalidation A test MUST be invalidated if either of the following circumstances occurs: A student has an electronic device during testing A student is cheating during testing A test MAY be invalidated if one of the following circumstances occurs: A student becomes ill and is unable to finish A student is not allowed the correct amount of time A error occurs in the administration of an accommodation An error occurs in test administration or procedures A student is disruptive during testing A student works in the wrong session 40

Test Invalidation The District Coordinator will advise schools of the appropriate course of action if invalidation is being considered. Remember that the purpose of invalidation is to identify when the validity of test results has been compromised. More information about test invalidation and instructions may be found on page 15 of the Spring 2012 CBT Manual. 41

Test Administrator Before, During, and After Testing 42

Test Administrator Before Testing Read the test administration manual. Read the Test Administration Policies and Procedures and sign the FCAT/FCAT 2.0 Administration and Security Agreement. Read and sign the Test Administrator Prohibited Activities Agreement. Establish an appropriate setting for test administration and remove or cover any unauthorized aids in the testing room. Prepare and receive all materials needed for test administration. Ensure that your students and parents understand the testing policies prior to the first day of testing. If you are administering tests to students who require special accommodations, become familiar with the accommodations and discuss with your school coordinator how accommodations will be provided. 89 Technology Coordinator Before, During, and After Testing 89

Technology Coordinator Before Testing Read the test administration manual. Read the Test Administration Policies and Procedures and sign the FCAT/FCAT 2.0 Administration and Security Agreement. Ensure all workstations meet the minimum requirements at www.FLAssessments.com/MinimumSpecs. www.FLAssessments.com/MinimumSpecs Confirm TestNav 6.9 software has been installed on all computers to be used for testing. Install TestHear on all computers to be used for testing students requiring accommodated CBT forms. Ensure all student workstations have successfully loaded the Infrastructure Trial. Meet with the STC to discuss the administration of the computer-based test, to walk through the test administration procedures, and discuss plans for handling possible technical interruptions during testing. 90

Technology Coordinator Before Testing Run the TestNav System Check to determine the amount of bandwidth needed for testing. Evaluate the testing locations in the school to ensure availability of sufficient electrical outlets and network jacks. Ensure you are aware of the applications that must be disabled prior to testing. Confirm that the computers used for test administration have the appropriate required version of a standard Internet browser based on the operating system in use on the computer and the pop-up blocker is disabled (see Appendix C). Ensure the school has a high-speed connection to the Internet AND the connection is not over-allocated. If a firewall is used, confirm the appropriate destination/port/protocol combinations are allowed through the firewall. 91

Technology Coordinator Before Testing Ensure that any proxy servers have been checked to ensure that the appropriate URLs are not blocked. Confirm that Internet content filters are configured to allow the specific IP addresses required for administering computer-based testing. Ensure Proctor Caching computers have been set up properly. Ensure a printer is available for printing the Student Authorization Tickets, seal codes, and Session Rosters (color is not required). Analyze the network to determine whether network bottlenecks exist. Confirm that student computers and the Proctor Caching computer have not been updated with any additional software and will not be updated before testing begins. Confirm that test content has been cached for all scheduled test sessions. Test content is available one week prior to the test administration window (pages 141–171). 92

Technology Coordinator Before Testing Verify that the performance of your Internet connection is consistent with expected levels of performance for computer-based testing. Alert your Internet Service Provider to your computer-based testing window, and also confirm that no scheduled maintenance or outages are planned during that entire window. Verify, as needed, that no high bandwidth network activity other than computer-based testing will be occurring during the computer-based testing window. If utilizing wireless network connections for computer-based testing, ensure that all computers can effectively communicate with their access point from the testing location and all security measures have been properly enabled. Ensure that laptops are connected to AC power. If batteries must be used, ensure that they are fully charged and have the capacity to last for the entire test session. 93

Technology Coordinator Before Testing Ensure that each computer station is equipped with a keyboard and mouse (or other pointing device). Disable instant messaging, email notification, screen savers, power savers, and remote desktop. Disable or delay anti-virus, auto-scan and/or auto-update, system restore utilities, Windows Security Firewall, web content filtering, or other software that may impact CPU speed or scan/block information transferred between the workstation and the servers. Alert your school to the dates and times for computer-based testing and require students and teachers not testing to refrain from using any streaming media or other high-bandwidth applications while students are testing. 94

Technology Coordinator Before Testing Ensure student workstations and the user profiles and logins being used for testing allow full permissions (read-/write-/modify-) to the TestNav/Temp, TestNav/Logs, and gh/TestHearPearson/Data directories. Ensure that the primary and secondary save locations are set for student response files and that students have read-/write-access to these locations. Ensure that test administrators are familiar with how to access TestNav and TestHear software from student workstations and how to access the student comment forms. The student comment form is available at: www.FLAssessments.com/SpringCBTStudentCommentForm. www.FLAssessments.com/SpringCBTStudentCommentForm On each day of testing, confirm that they Proctor Caching computer and Proctor Caching software are turned on and remain running. 95

Technology Coordinator Before Testing Monitor Display and Shading 96 To ensure students will see all of the content in the test, students are asked to confirm that they can see 15% shading on the Test Group Code screen when they first log in to the test. If students cannot see the shading, they must exit the test and their monitor settings must be adjusted. General instructions for adjusting monitor settings are provided on pages 173-174 of the Spring 2012 CBT Manual. The steps for changing contrast and brightness settings will vary depending on the manufacturer and model of each individual monitor.

Technology Coordinator Before Testing Proctor Caching Instructions for installing the Proctor Caching software are provided in the Spring 2012 CBT Manual. Computers used for Proctor Caching do not need to be server- class machines but should meet the system requirements. Proctor Caching can run on either a Windows or Mac operating system, and each can support both Windows and Mac-based testing workstations. Each testing computer must be configured to refer to a Proctor Caching computer in order to obtain test content. If more than one computer is being used for Proctor Caching, be sure to specify the IP address of the correct Proctor Caching computer during the TestNav installation process. For example: if there are 80 computers that may be used for testing and two Proctor Caching computers, 40 of the testing computers may be configured to link to Proctor Caching computer A, and the remaining 40 may link to Proctor Caching computer B. 97

Technology Coordinator Before Testing Proctor Caching Proctor Caching Security Proctor Caching software stores a copy of the test content on the local hard drive of the machine on which it runs. Test content transmitted and stored by the Proctor Caching computer is in encrypted format. At no time does the Proctor Caching computer un-encrypt the test items. Purge cache function deletes all encrypted test content from the hard drive of the Proctor Caching computer. FDOE and Pearson require that test content be purged at the end of each administration window. Proctor Caching Computer Placement Proctor caching can be implemented at either the lab- or the school-level. Computer should be located as close as possible on the network to the student workstations. 98

Technology Coordinator Before Testing TestNav Installation instructions are provided in the Spring 2012 CBT Manual. Once TestNav has been properly installed and tested, it should continue to be successful on student workstations through the test administration, as long as no incompatible software updates are made. File Share vs. Local Install Two options for installing TestNav File Share Local Install 99

Technology Coordinator Before Testing TestNav ProsCons File Share + Single point of installation and configuration changes + Easier to implement in a large-scale testing environment + Centralized single location for log files - Adds a single potential point of failure Local+ Quicker launch time + Limits potential points of failure - Increases installation time (Note: System automation tools, such as SMS [Windows] and Apple Remote Desktop [Mac] can make local installs much easier) - Requires that configuration changes be made on each machine 100

Technology Coordinator Before Testing TestHear ePATs Students are required to participate in a practice test using the ePAT with the same accommodations that will be provided to them on the operational assessment. The accommodated ePATs must be downloaded and installed on the computer workstation that will be used for the practice test. TestHear ePATs will only operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear ePATs will not work on Mac OS 10.4 or on Macs that cannot also run Windows. Instructions for installing and running TestHear ePATs are provided in Appendix A. 101

Technology Coordinator Before Testing TestHear TestHear must be installed locally on all computers that will be used by students requiring accommodated CBT forms (e.g., large print, zoom, screen reader, color contrast, assistive devices). Instructions for downloading and installing TestHear are provided in Appendix A. TestHear will only operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear will not work on Mac OS 10.4 or on Macs that cannot also run Windows. TestHear accommodated Reading forms are larger than regular TestNav forms. To help determine bandwidth requirements and to provide an opportunity to practice loading TestHear forms, accommodated test data has been added to the Testing Volume Calculator in the TestNav System Check (www.FLAssessments.com/SystemCheck) and to the Infrastructure Trial in the Training Center.www.FLAssessments.com/SystemCheck 102

Technology Coordinator During Testing Ensure Proctor Caching software is running on all Proctor Caching computers. Turn on Proctor Caching software Windows: go to Start>All Programs>Proctor Caching>Proctor Caching Mac: once Proctor Caching is initiated it will not have to be restarted unless it has been manually stopped Adjusting monitors that are not correctly displaying test items with shading. Monitor each testing room to ensure that there are no technical issues. Be available during testing to answer questions from test administrators. 103

Technology Coordinator After Testing Purge test content from the Proctor Caching computer(s). Complete the Spring 2012 CBT Technology Coordinator Comment Form at www.FLAssessments.com/SpringRMS. 104
