5 The Constitutional Convention Everyone knew there was a problem with the Articles of Confederation, so all of the 13 states came together to vote on how the U.S. government could be improved. George Washington was quickly voted for President of the Convention, by the 55 delegates representing 12 states.

6 The Virginia Plan Included the following details : – Three separate branches of government (executive, legislative, judicial) – One strong executive leader that would be known as the “President” – A Two-House Legislature An upper and lower house Votes within the Legislature were based on population within the state

7 The New Jersey Plan Included the following details : – Wanted each state to have the same number of votes – One house of Congress – Congress would control commerce (trading) and raise money

8 The Great Compromise In an effort to appease those who supported the VA and NJ plan, Roger Sherman included the following in his compromise: – Two-house Congress One house based on state population : House of Rep. The second house having 2 representatives from each state : Senate – Three-Fifths Compromise – a 500 enslaved people would count for 300 votes, or three- fifths of a person – By 1808, slaves cannot be imported into the U.S.
