A. 1. They seized American ships that carried cargo to Great Britain 2. He was mad; he referred to the agents as X, Y, and Z and he urged Congress to prepare for war 3. Established the Navy Department, set aside money for building warships, and increased the size of the army B. 1798

4 C. To judge the constitutionality of federal laws; to nullify a federal law within that state It hurt his chances for reelection and split the Federalist Party; it opened the door for Jefferson’s election in 1800
