4 ► Federalist Party : Popular in New England, Strong Federal Govt., Led by Hamilton, Elected John Adams as President ► Democratic-Republican Party : Popular in South & West, States Rights, Led by Jefferson, James Madison, Aaron Burr First 2 Party System

5 Adams as President ► Respected but unpopular ► Maintained peace despite calls for war ► Built a large U.S. Navy

6 X Y Z Affair (1798) ► French privateers attacking U.S. ships ► Adams sent diplomats to Paris to improve relations between our countries ► Diplomats were told that France would not negotiate unless the U.S. paid a bribe & $12 million loan! ► Federalists call for war, Adams pursues peace

8 Alien & Sedition Acts ► Federalist Congress wanted to silence their critics. ► Passed a law that allowed President to deport any foreigner & jail those who criticize the Govt.

10 Republican Response ► Violated the 1 st Amendment! ► Jefferson & Madison wrote Virginia & Kentucky Resolutions  Said Acts were unconstitutional  States could ignore Federal laws that violated their rights ► Congress agreed to repeal them

12 Revolution of 1800 ► Refers to the Election ► 1 st transition of Power between 2 political parties. ► Was peaceful = US has stability

13 ► Jefferson & Burr tied in Electoral Vote = House of Reps. Voted 36 times ► Jefferson won, Burr became VP ► Congress passed the 12 th Amendment = creates separate ballots for Pres. & VP
