3 Section 1:Club Qualification Agree to implement the financial and stewardship requirements in the MOU Agree to send at least one club member to the District grant management seminar each year Club responsibility for the administration of grant monies Suggested share the MOU with all club members in TRF grants Perform an annual review to make sure the club is meeting MOU requirements Send more than one club member to a grant management seminar

4 Section 2:Club Officer Responsibilities Although club officers may assign tasks to other club members, it is the president and president – elect who are responsible for ensuring compliance with the MOU, including implementing policies and procedures for qualification and grant management Perceived conflicts of interest must be identified and disclosed to clarify Rotarians’ involvement and protect TRF Clearly delineate roles and responsibilities related to club qualification assigning each role to the club member most qualified for it

5 Section 3:Financial Management Plan Overview requirement for TRF grant funds go beyond those for funds from most private or corporate sources Plan should include detailed club-specific procedures that are reviewed regularly Involve Rotarians who have an accounting or auditing background Provide a detailed, easy to understand, so that even Rotarians without a financial background can follow it Compare your plan with those of other clubs

6 Section 4:Bank Account Requirements Clubs must maintain a low-or-no-interest bank account for each open club sponsored grant, to be used solely for receiving and disbursing grant funds. By establishing a separate account, clubs can better mange the overview and recordkeeping for grant funds Clubs must have a succession plan for the signatories on the account/s to ensure a smooth transition of information and documentation when signatories change For electronic payments maintain a paper trail to show approval by two signatories. Separate bank accounts for DISTRICT GRANTS not required

7 Section 5: Report on Use of Grant Funds Clubs must fulfil all TRF reporting requirements for global and packaged grants Progress reports every 12 months from time is paid until final report is accepted Final reports within 2 months of completing the grant project Clubs must also meet District requirements for reporting on district grants. Keep a list of due dates for the clubs reports and designate someone to monitor progress

8 Section 6: Document Retention Maintain physical files in a single location Create electronic copies that can be e-mailed or placed on a shared network Back up electronic files regularly Keep extra copies in a location separate from originals Design a document retention system that works best for your club

9 Section 7: Reporting Misuse of Grant Funds Districts must actively work to prevent misuse and mismanagement and to investigate any allegations Districts should establish guidelines for conducting investigations District will forward all reports of misuse or mismanagement to The Rotary Foundation Clubs create a process for reporting misuse or management and make it known to all club members

10 Authorisation and Agreement The club MOU is a legal document between the club and the district. By signing this agreement the club president and president-elect are authorising it for one Rotary year; the club enters into a legal agreement with The Rotary Foundation to abide by all The Rotary Foundation and Rotary International policies.

11 District 9780 Addendum to the Memorandum of Understanding Review and approval by District 9780 Rotary Grants Sub-Committee of all grant applications (District and Global) prior to being submitted for TRF Grants District Grant funding distributed to clubs on a reimbursement basis Bank account information – a separate bank account will not be required for District Grants District Grants Funding: $1 for $1 match for club cash contributions with a minimum match of $300 per club and a maximum match of $3,000 per club
