UNFCCC, SDM/Standard Setting Unit Janak Shrestha, Programme Officer Current Status- Extension of simplified modalities for demonstration of additionality of small scale CDM projects- FIRST SDM JOINT COORDINATION WORKSHOP, Maritim Hotel, Bonn, Germany 24 - 25 March 2012

Introduction Additionality demonstration of small scale CDM projects according to size: Microscale projects (up to 5MW, 20GWh/y of energy savings or 20kt CO2/y reduction)Guidelines for demonstrating additionality of microscale project activities (EB 54, May 2010): Automaticaly additional (conditions apply): Regular small scale projects (15 MW, 60 GWh/y, 60 ktCO2/y Attachment A to appendix B of simplified modalities and procedure (EB7, 2003) for demonstration of additionality for): Barrier tests:

Achievement in 2011 - Attachment A of appendix B EB63 (Sept, 2011) approved Positive Lists of Grid connected renewable energy technologies of installed capacity up to 15MW: a)Solar PV and solar thermal; b)Off shore wind; c)Marine technologies (wave, tidal); The technologies are automatically defined as additional, without further documentation of barrier

Achievement in 2011 - Microscale Additionality Guidelines EB 60 expanded the guidelines to a)type III projects, b)CPAs, c)project activities with more than one component EB 65 operationalize the procedure for DNA Submission of Microscale Renewable Energy Technologies for Automatic Additionality (=< 5 MW )

Impact of the Micro scale guideline and the positive list Projects applying micro-scale guidelines (until early Feb 2012): 31 projects, 10 in LDCs, most of them are for households energy supply Projects applying positive list (until early Feb 2012) : 30 projects in validation ( solar electricity generation technologies) India (21), Thailand (4), South Korea (3), and China (1).

Ongoing work Extension of Small scale additionality guidelines: ( based on CMP/EB requests, public input, bottom up submission): a)Extension of positive list to off-grid renewable energy technologies (e.g., micro hydro, wind-PV hybrid) and distributed energy supply (e.g., household biogas digester) ( EB63/public inputs) b)Simplified additionality for rural electrification project activity (CMP/.7 / NM073) c) Simplified additionality for livestock manure management technology which capture and combust methane (input from SEI) d)Appropriateness of microscale thresholds in the case of CPA (applied to the technology/unit level vs CPA level ) (public input)

Next step Gather inputs through broader consultation working group stakeholders/practitioners ( teleconferences, call for public inputs) Your inputs are critical to make it happen !

THANK YOU

Microscale additionality guidelines Barrier due to Size renders project additional (conditions apply) 2 (a) S size in CDM: =<5MW, =<20 GWh/yr, =<20kt/yr; 2 (b) Geographical location is LDCs OR underdeveloped zones OR off grid areas in DCs; 2 (c) End users of distributed RE technologies are households/communities/SMEs; 2 (d) Specific RE technologies with low share in grid-electricity mix.
