1 SW Best Practice Focus Group – SW HAUC Update Thursday, 23 rd July

2 The scope of the group will focus on planning and co-ordination, minimising disruption, execution and quality of work, Health & Safety and parity between works promoters; 1.To identify, share and deliver best practice by developing detailed proposals to improve compliance with the NRSWA 1991 and TMA 2005, focusing particularly on;  Minimising disruption to the traveling public  Forward Planning  Improved Noticing  Signing, Lighting & Guarding  Improve quality of work 2.To develop and foster a common understanding built on trust, mutual respect, openness and honesty for the benefit of the traveling public Scope;

3 Steering Group;  South West Water  Devon County Council  Cornwall County Council  Plymouth City Council  Torbay Council  Virgin Media  Western Power Distribution  OpenReach  Wales & West Utilities Other Parties, particularly the involvement of the membership’s term contractors, will be as appropriate and at the specific request of the Steering Group Membership of the Group;

4 The Steering Group agreed to focus initial efforts on quality of work – reinstatement compliance, although this quickly extended to include SLG compliance; All Term & reinstatement contractors invited to attend a compliance sub group meeting to discuss general issues surrounding reinstatement & SLG compliance, two key actions resulted;  Internal review of information passed to reinstatement contractors, including accuracy & quality  Joint site visits (HA, works promoter, term contractor, and reinstatement company) Progress;

5 The compliance sub group members then gave a short presentation on their findings / individual actions, some areas of feedback; Incomplete / incorrect information passed to reinstatement contractors Evidence on some sites of poor compaction & incorrect cavity depths (good practice noted on others);  Importance of good quality backfill materials, imported or recycled  Recognising failure normally occurs in the backfill & sub base layers BBUSL reinstatement summary cards Missing incomplete SLG, other sites very good Multiple site visits to complete work i.e. Lining The focus of Supervisors The general feedback from all involved was very positive and an excellent opportunity to observe and discuss issues on the ground Compliance; Feedback

6 The SW Best Practice Focus Group propose to further develop the points identified through the compliance sub group with the aim of producing a Supervisors & Operatives practical training package in support of the relevant COP and regulations; The view of SW HAUC is requested on the following points; Would SW HAUC support this aim, both through input into the development and through funding Can the training package be linked to the SW HAUC ‘A guide to best practice – The selection, transportation, care and laying of materials for reinstatement works Compliance; Proposed Next Steps

7 The Steering Group to meet shortly to review; Further actions resulting from the Compliance sub group Next area for focus;  Co-ordination / Forward Planning  Noticing Compliance  Other ‘hot topics’ not initially included SW Best Practice; Next Steps
