1 COMMON ASSESSMENT METHOD FOR STANDARDS AND SPECIFICATIONS (CAMSS)
Introduction to CAMSS

2 Background Digital Agenda for Europe: “Public authorities should make best use of the full range of relevant standards when procuring hardware, software and IT services, for example by selecting standards which can be implemented by all interested suppliers, allowing for more competition and reduced risk of lock-in”

3 We need a Common Assessment Method for Standards and Specifications
Motivation for CAMSS There are many standardization organizations, producing overlapping/conflicting standards How to choose standards? We need a Common Assessment Method for Standards and Specifications 3

4 CAMSS components CAMSS process CAMSS criteria CAMSS library CAMSS

5 CAMSS design CAMSS is a best practice driven by Member States process methods used to evaluate standards/technical specifications and standardisation organisations in public procurement

6 CAMSS use cases Three assessement scenarios exist for the assessment of formal specifications in public administrations that were identified in the first phase of the study: Assessment scenario 1 A standardisation organisation is assessed in order to evaluate certain criteria that are relevant for the adoption of formal specifications that are put forward by these standardisation organisations. OUTPUT Evaluated standardisation organisation 1 Assessment scenario 2 A formal specification is assessed in order to evaluate and provide a recommendation on the possible adoption of the formal specification by the public administrations. OUTPUT Evaluated formal specification 2 Assessment scenario 3 A proposed set of formal specifications is assessed and evaluated in order to select and adopt the most relevant formal specification for specific business needs and requirements. OUTPUT Evaluated specifications for business needs 3

7 Structure of CAMSS CAMSS is a process method containing the following six steps used assess formal specifications in European public administrations: Assessment scenario 1 Assessment scenario 2 = Assessment scenario 3

10 Current status of the work
CAMSS method and library available in Joinup CAMSS community in Joinup CAMSS library contains 12 assessments from the Netherlands, 1 from Malta. 11 more assessments will be added soon Discussions and promotion to EU Member States: to map their own assessment methods in CAMSS and publish existing assessment results in the CAMSS library to use CAMSS as their own assessment methodology The CAMSS method is used by the UK Cabinet Office initiative “Open Standards Hub”
