2 International Data Exchange Goals: –To create safe and reliable international data exchange –No new system for every Treaty, Directive or Council Decision for every new or extra group of users for every functionality –To avoid a spaghetti of connections –Stop ‘reinventing the wheel’ (safe time and money for EU/EC but most for MS) Principles: –Registration Authority is the national hub (no central system) –Expand the existing connections of Registration Authorities –EUCARIS as the main tool for international data exchange

3 What ‘s going on in 2008 (1) EUCARIS Treaty into force latest January 2009 - ratification in UK and B nearly completed - changes will be prepared (France and Poland) - new Member States will sign (Romania, Sweden, France, Latvia, Estonia) - new participants (Slovakia, France, Slovenia, Norway, Poland, Bulgaria) Treaty of Prüm became Council decisions - 27 (+4) MS to use technology EUCARIS - latest in 2011 - artikel 12 (traffic fines?) - parking- and toll fines? - actual implementation

4 What ‘s going on in 2008 (2) Directive on cross-border traffic enforcement - juridical base? - 1st or 3 rd Pillar - Transport Council WP meetings -> COREPER -> Transport Council 8-9/12 - “ community network” / ”existing network” !! - voting in EP / meeting with rapporteur (ms Ayala Sender) Growing number of bilateral agreements on traffic fines NL-D / F-D / B-F / L-F / F-Zw / F-It / F-Sp / Be-Ne-Lux / others? Gartner report: evaluation of EUCARIS / RESPER -presentation 1 April 2008 Driving Licence Committee -mail Mr. Huberts 24 July 2008 and answers from Member States (for 1 Nov.) -EC proposes feasibility study in October 2008 (?) -EC starts upgrading Tachonet (IBM e.a.) Relation between EUCARIS, RESPER, ROASENET, REGNET, TACHOnet, TUNER/ERRU, bi-laterals

6 Recommendations by Gartner Consider the EUCARIS architecture as a safe and reliable foundation for implementing the RESPER requirements Execute an additional study to determine which of the most likely scenarios is the best by examining the necessity of advanced search and with which algorithm advanced search should be implemented Expand the EUCARIS Letter of Intent with requirements on the quality of data and security precautions Implement an official bi-yearly certification of the EUCARIS connected Member States Should the EUCARIS architecture be considered as the most suitable basis for the implementation of the RESPER system Implement the recommended performance improvements

7 Conclusions of Gartner report - Start with EUCARIS as it is (Z scenario) - EUCARIS as it is gives highest benefits and lowest costs (Architecture evaluation) - Execute an additional study to examine the necessity of advanced search on names - If this is necessary, study and decide about the three presented options (A,B or C) We read : European Commission says and acts: - Gartner advises (only) additional studies What’s your (DL Committee) advise about the scenario’s? - Looks for relation between systems for RESPER, ROASENET, TACHOnet and Transport Undertakings - Commission will start (in October) feasibility study ? - Gaining time for up-grading Tachonet? - Technology of EUCARIS is out of sight…
