2 Scene Setting  In Northern Ireland 7000 lives lost due to road collisions over last 30 years  On average 150 deaths & 1600 serious injuries on NI roads yearly  Each year over 3000 people are killed on UK roads  95% of all accidents are caused by human error

3 Scene Setting  In 2004 there were 26 deaths from road traffic accidents  Deaths in males is higher than in females  Young males (15-25) accounted for 35% of deaths in 2003 and 15% in 2004

4 Strategic Targets “ To reduce the death rate from accidents in people of all ages by at least one fifth between 2000 and 2010” (IfH Strategy 2002) “To reduce deaths and serious accidents by 33% from the average for the period 1996- 2000” (NI Road Safety Strategy 2002-2012)

5 Way Forward for SIHP Way Forward for SIHP Targeted those most at risk (Young Drivers) Offers an incentive Improve unsafe driving practices on the roads in the SHSSB area Adopted as a model of best practice

6 Institute of Advanced Motorists Negotiations with Institute of Advanced Motorists (IAM) Voluntary UK based organisation that administers the Advanced Driving Test IAM motto “Skill with Responsibility”

7 The IAM is the leading Road Safety organisation dedicated to raising driving and riding standards The IAM is the leading Road Safety organisation dedicated to raising driving and riding standards –Sets a standard for safer driving –Champions the enjoyment of better driving and riding –Makes practical contributions to road safety and in particular improves driving and riding skills –Members are proud to belong –Charity Institute of Advanced Motorists

8 Safer Drivers SHSSB wide Initiative 3 year commitment £50 funded towards young drivers between 18 and 26 years to undertake the “Institute of Advanced Motorists” Advanced Driving Test (Normal price £75 for under 26 year olds) IAM Observers act on a voluntary basis

10 Demand out-weighed supply 2nd & 3nd Year of programme “Roadwise” to be utilised (Non-profit making business) Double yearly targets of young drivers obtaining the Advanced Driving Test Response

11 Current Status 16 Young Drivers have successfully completed the IAM Advanced Test 70 young drivers have shown commitment to the scheme 6 Courses completed with Roadwise Mid Ulster Group continues with a focus on young driver training

12 50-70% lower accident rate 50-70% lower accident rate Demonstrate skill and safety on the road Cut insurance and other motoring costs Enjoy driving more Have “A SKILL for LIFE” Drivers who have taken the Advanced Driving Test

13 Evaluation Registration GIS Mapping to determine geographical spread and target disadvantaged Questionnaires at 6 months, 12 months and 3 year intervals Collation of accident statistics on young drivers who have participated in the initiative

14 Capacity for making a real impact on death and injury statistics on roads in the SHSSB area Excellent example of Statutory, Voluntary and Business sectors working in partnership to achieve shared organisational goals Increase self esteem and confidence in young people Potential for replication throughout Northern Ireland as a model of best practice Success
