19. FedFMS Facelift New modules Pricing $0.15 per month per vehicle
10,000 vehicles total $18,000 per year
New features/modules include:
Dispatch history:  Most importantly, allows capture of mileage/utilization, so can more evenly distribute short-term use of vehicles. Primarily data input is by the user
FAST Data Center:  Ability to run reports in same format as required by FAST, so as to auto-import into FAST
Maintenance, Warranty and Repair features that allow capture of detailed M&R data
For more detail, audience can be referred to the Thursday workshop/presentation on FedFMS or to two separate hands-on FedFMS sessions in the computer lab.

20. Full Replacement Rates
Eliminates incremental cost for customers
Once vehicle lease is done, GSA is able to put you into another hybrid or electric
GSA is only able to offer a limited number of hybrid and electric vehicles
Benefits of the program are:
Increases ease of AFV acquisitions for local customers with their own funding and for customers with small leased fleets that cannot generate large AFV surcharge funds.
Stabilizes the AFV incremental costs by spreading the costs over the lease term, rather than collecting it in the first year.
Ensures capital is available to acquire similar AFV vehicles once vehicles are eligible for replacement.  Eliminates the up-front incremental on subsequent replacements of pilot vehicles.
Provides agencies with additional AFV surcharge options –
Use the new process to reduce the national surcharge and limit the impact on local fleets that do not want or need expensive AFVs.
Use the new process while maintaining the current surcharge level and be able to increase the number of national AFV acquisitions.
Do not use the new process and continue with the current funding mechanisms.

21. Turn-Ins Partner with GSA Fleet when turning in vehicles

Avoid incurring additional costs
Refer to the FPMR for agency requests to withdraw participation (41 CFR 101)
GSA Fleet routinely accepts the turn-in of small quantities of vehicles which are generally offset by placing them with customers requesting additional vehicles from GSA.  However, if you intend to turn in more than a handful of vehicles, we need to partner with you before you begin the process.
Federal Property Management Regulation, 41 CFR , Agency Requests to Withdraw Participation provides that agencies submit requests to GSA to return leased vehicles and that GSA work with the agency to find a mutually agreeable course of action. If GSA does not agree with an agency’s request and is unable to make arrangements that are mutually agreeable to the agency and GSA, then the matter is to be submitted to the Director of OMB for a final and binding decision.

26. Policies to Limit Distracted Driving
Executive Order 13513:
Prohibits Federal employees from texting while driving on government business or Government equipment
FMR :
Driver must obey all motor vehicle traffic laws of the State and local jurisdiction
Then National Highway Transportation Safety Administration states that in 2009, almost 450,000 people were injured in crashes which reportedly involved a distracted driver, and over 5,400 people died in these same instances. NHTSA found that proportion of drivers reportedly distracted at the time of a fatal crash has increased from seven percent in 2005 to eleven percent in 2009.
Federal Agencies must take an educated stance on the danger of distracted driving by making sure all drivers maintain awareness of the risk posed by in-vehicle technology distractions.
Agency leaders and policy makers are encouraged by Federal regulation to establish and implement policy discouraging distracted drivers, and to educate and equip employees to safely use hands-free devices.
Executive Order 13513:
Prohibits Federal employees from texting while driving on government business or Government equipment.
FMR :
States that any driver must obey all motor vehicle traffic laws of State and local jurisdiction, and as of February 2012, 35 States, D.C. and Guam ban text messaging for all drivers.
Also offered by the National Highway Transportation Safety Administration (NHTSA) are Driver Distraction Guidelines.

27. Impacts of Smart Phone Disruption
International outage of BlackBerry service
3-Day disruption in United Emirates
Result:
40% drop of vehicle crashes in Abu Dhabi
20% drop of vehicle crashes in Dubai
It is well known that texting and ing while driving increases the risk of accidents.
A specific instance: In October 2011, there was an international BlackBerry outage that inconvenienced those who rely on smart phones to conduct business and daily activities.
The outage resulted in at least one positive result:
a 40% drop in vehicle crashes in Abu Dhabi
a 20% drop in vehicle crashes in Dubai
This decrease in accidents were linked to the BlackBerry Service disruption.
Know your Federal Regulations and your state laws regarding texting and driving, as drivers of GSA Fleet Vehicles are subject to such mandates. Refrain from using your smart phone while driving.

MVM is in discussions with GM and PBS about plans to conduct a hydrogen vehicle pilot in Hawaii when the vehicles become commercially available around 2015.
