Scenario: administrative Lacking of knowledge, management and monitoring of the public building stock It doesn’t mean that no intervention is feasible It means that: Public building and facilities cadaster has to been set up Energy manager office has to been set up Recover energy data scattered in several offices Elaborate energy cadastre Support technical managers and decision makers Reviewing contracts --> Energy performance contracts

Adopting Directive harmonizing historic buildings with renewable energy sources and energy efficiency issues EU Recommendation 2. Continuing to adopt Directive emphasizing the role of Public Authorities EU Recommendation 3. Developing special funds and issuing special calls because: projects on cultural heritage buildings are more expensive in terms of money and time than the traditional one duration of five instead of three years Directorate-General on cultural heritage has not been set up therefore the topic should be financed in the framework of ERDF and Horizon 2020 with special and dedicated calls EU Recommendation 4. Financing research at EU level in order to find tailor-made applications on historic buildings

Adopting the Directive by the Ministry of Cultural Heritage consulting Cultural Heritage Offices/Departments of Preservation of Historic Monuments: Member States through the Ministry of Cultural Heritage should carry out a participatory process National Recommendation 6. Applying, because of projects on cultural heritage buildings are expensive: Special funds, instruments, mechanisms Incentives and subsidies (e.g. progressive tax credits for energy efficiency and renewables)

Strong commitment by Local Public Authorities who have to frame the local energy governance involving: Energy policy through the Local Energy Efficiency Action Plan Energy Manager office Local actions saving energy and operating costs should demonstrate the feasibility and that changes could happen through: Energy efficiency data collection and indicators Strategies and action plans Competitive energy markets, with appropriate regulation Private investment in energy efficiency Monitoring, enforcement and evaluation of policies and measures Lessons learnt (2)
