4 Tasks of the implementing bodies (Intermediate Bodies and implementing bodies) Article 9 of 2014–2020 ECP Regulation: Exact list of the tasks of the Intermediate Bodies and the implementing bodies Delegation of tasks from the Managing Authority to Intermediate Bodies performed on the basis of the Regulation and not by an agreement as this is not permitted by national legislation. 2007–2013 2014–2020 Programming Period period Managing Authority Intermediate Bodies implementing body Paragraph 1 of Article 7: Managing Authority to perform all other tasks which cannot be performed by the Intermediate Bodies.

5 Implementation planning – Implementation plan Implementation plan: Basis for the preparation of the state budget Is prepared before the adoption of the state budget The Government adopts by way of an ordinance the breakdown by priority axes, Intermediate Bodies and Managing Authority At its dedicated website www.eu-skladi.si the MA publishes an in-depth breakdown by priority axis, investment priority, specific objective, Intermediate Body and Managing Authority, operation selection method, by Funds, regions, years and the potential additional attributes

6 Procedure – Implementation plan 1.MA invites the Intermediate Bodies to begin with the preparation of proposals for the Implementation plan, a single deadline. 2.The Intermediate Bodies invite the stakeholders to submit the proposals (e.g. website, public media, etc.). Deadline: at least 30 days. 3.The responsible Intermediate Body forms a proposal and submits it to the MA by listing the potential incompliance. 4.The MA prepares a joint proposal. 5.The MA begins with consultation with the Intermediate Bodies and the members of the Chamber of Craft and Small Businesses of Slovenia; upon the IB proposal also other partners can cooperate. 6.The coordinated proposal is submitted by the MA for adoption by the Government of the Republic of Slovenia. 7.The Government of the Republic of Slovenia adopts the Implementation plan by way of an ordinance.

7 Operation selection method 1.Call for competition: Selection of operations with the highest score in the selection procedure 2.Open call for proposals: Funds are awarded to the candidates meeting the requirements and criteria and are awarded according to the order of proposal submission. Rule of competition between the 1st and 2nd operation selection method: As a rule a call for competion is performed unless it is expected that better results will be achieved by carrying out an open call for proposals. 3.Direct approval of the operation Legal basis or a basis in a national-level strategy Basis in the Operational Programme Major project If it did not received EU funds support under the EU-level instruments but had a positive score It is generally undisputed that each operation can be performed by just one person. Specificity: If the EU procedure selected an operation for which supplementary funds at the national level are required and the Intermediate Body issued and ex-ante consent after reviewing the operation, the Managing Authority shall treat this operation as a priority and shall conduct the same procedure as if a grant-award decision was issued.

8 Grant-award decision The Managing Authority issues the grant-award decision within 30 days of the application submission  always to the Intermediate Body. The grant-award decision is issued for: call for competition if the selection criteria under the call documentation are specific enough and follow the European Cohesion Policy objectives Open call for proposals if the proposal is specific enough and follow the European Cohesion Policy objectives Direct approval of operation if at the time when the Managing Authority is reaching its decision the operation meets the requirements or several indents of the previous Article.

9 Co-financing agreement The implementing body (Intermediate Body or implementing body) concludes the co-financing agreement with the beneficiary, after: The grant-award decision is issued – in the case of the direct approval of operations The selection decision becomes final – in the case of a call for competition and an open call for proposals The implementing body is responsible for submitting the templates of a typical agreement (e.g. young researchers from the economic sector) and more complex co-financing agreements to the State Attorney‘s Office for review.

10 Implementation of operations – Management verifications 1.Administrative checks 2.On-the-spot checks 3.Verification whether implementing bodies performed their tasks Due to the fact that the Managing Authority no longer delegates tasks to the Intermediate Body (as is true for the delegation of the Intermediate Body tasks to the implementing body) there are no checks of the delegated tasks. Despite a different concept and terminology, the following verifications remain: -Managing Authority checks whether Intermediate Bodies performed their tasks -Intermediate Body checks whether the implementing bodies performed their tasks
