23. Rules of engagement Participation: 3 for IP & NoE with 2 from member states or associated candidate countries; 2 for STRP, CA & SSA with 1 from member state or associate candidate country. Contracts / signatures Contractual link of all contractors with the commission; however, contract enters into force upon signature of only coordinator and Commission; Coordinator must ensure other contractors sign within delays.
