Wi-Fi Technology for Corrections Elisa Storie, CIO NM Corr. Dept. Robert Ulibarri, Warden NM South Chris Borek, General Mgr. Azulstar

NM South Las Cruces Pilot Current Means of Video Surveillance within New Mexico Corrections Facilities -10 Current Facilities 5 Private Facilities 5 Public Facilities -Current Surveillance Architecture -Shift from VHS/CCTV to digital surveillance system -Pelco Digital Cameras -Pelco DVR’s for recording

Issues with Current Architecture Costs are high Hard wiring cameras into DVR Network Inability to move cameras into newly volatile areas without cabling or trenching Too many cameras for small areas and blind spots are still evident, trenching and wiring proves too costly One officer watches 3 monitors with 16-20 cameras per monitor Maintenance of cameras is a tall task Cameras are not on Corrections Network Have not been able to move cameras to the desktop Multiple DVR’s in multiple locations with inability of master control to monitor the whole facility Training multiple officers for monitoring surveillance

Issues with Current Architecture Costs are high Hard wiring cameras into DVR Network Inability to move cameras into newly volatile areas without cabling or trenching Drilling through cement walls for cabling and wiring Too many cameras for small areas and blind spots are still evident, trenching and wiring proves too costly One officer watches 3 monitors with 16-20 cameras per monitor Maintenance of cameras is a tall task Cameras are not on Corrections Network Have not been able to move cameras to the desktop Multiple DVR’s in multiple locations with inability of master control to monitor the whole facility Training multiple officers for monitoring surveillance Training people to burn DVD’s and send to a central site for each incident Hodge Podge of equipment and difficult to manage multiple monitoring sites Impossible to manage and maintain Spending into the $millions

Possible Solutions Standardize all equipment that is purchased Pelco seems to be industry standard -Very expensive and is proprietary Other Options -Open Architecture -Had to have same or better quality or standards

Wireless Technology Began the search for Wireless Technology and explore possibilities of Wi-Fi Had to be secure Had to be as good or better than current quality or standards Rio Rancho Wireless Meeting about wireless technology for corrections Corrections is under Homeland Security umbrella and have access to licensed 4.9 GHz public safety spectrum 4.9 GHz licensed version of Wi-Fi strictly for public safety and homeland security use ANY Corrections department in the U.S. can apply for and receive the license, (usually within 24 hours) Highly secure and private band for Wi-Fi –AES 256 bit encryption –RADIUS authentication, VPN, VLAN

Wi-Fi Solutions/Pilot Azulstar Networks Wireless Solution for Corrections Southern NM Correctional Facility –Recent escape in “no man’s land” –Unable to install cameras in “blind spots” because of distance to wire cameras back into master control Visited with Robert Ulibarri, Warden and toured facility Warden’s Issues and Needs

Wireless Corrections Solutions and Strategy for a Pilot Project –Less Cameras/More Network –360° range of motion cameras to cover more area with less cameras –Mounting cameras on existing infrastructure. -light poles, buildings, and towers –Hard wire currently into power in light poles, future emphasis on solar power and battery backup –Wireless network back haul allows ability to install camera anywhere and flexibility to move camera when necessary –Hardened dust proof and temp. proof casing for camera for extreme Las Cruces weather conditions –Built a catered solution for corrections to test capabilities and cover “no man’s land”

Benefits of Wi-Fi in Corrections Network Interoperability Network Flexibility –Ability to install cameras where they were unable to install due to cost, cabling limitations. –Leverage current infrastructure-constant power in light poles Streamlining of Camera Monitoring Based on Ethernet Standards Analog vs. Digital –Digital can integrate with current analog systems –Remote access –Compression technology –Ease of use Two way audio Ease of installation Technology is available TODAY

Future Applications Behavioral software –Crowd gathering, crowd dispersing –Single person, multiple persons –A fast moving person, a fallen person –Stationary objects left behind Helmet cams –Maximum security inmates –Training purposes Command Center Management –Icons and alerts Tele-education –Private network for corrections staff and for inmates with full filters
