1 Precision Engineering Master Craftsman
(PeMC)

2 Productivity of Singapore’s Precision Engineering Industry
PE’s productivity lags Singapore’s overall manufacturing (Value Added /worker in S$, in 2008) Bubble Size and labels indicate VA for sector ($'000) Source: EDB-RSU Census of Manufacturing Activities Source: EDB RSU, EU KLEMS Database, November 2009, MAS, EDB internal calculations

3 Key Productivity Challenges
1. PE as supplier role with corresponding low VA/worker 2. Lag in adopting automation and productivity concepts 3. Lack of skilled precision engineering manpower

4 Key Productivity Initiatives
A. Industry Transformation B. Improve Firm-Level Operational Efficiency C. Manpower Development

5 A Holistic Approach Toward Precision Engineering Manpower Development
Craftsmen Technologists Engineers ↗ Specialist manpower programmes e.g. Master’s programme in Optics ↗ Industry PhD programmes National PE Scholarship and Specialist Programmes (NPES) - ↗ NPES – Nanyang Polytechnic ↗ NPES-ITE (Technical Engineers Diploma) Precision Engineering Vocational CET (PEVC) To create a sustainable pool of highly skilled PE master craftsmen with progressive career pathways and higher salaries over next 10 years. Building new capabilities Attraction & Retention Skills Upgrading PeMC Conducted by NYP

6 PE Craftsmen Development : An Overview
To create 2800 master craftsmen capable of supporting high-end manufacturing activities in the next 10 years MAIN OBJECTIVE National Precision Engineering Study Award (NPESA) On the Job Training (OJT) Programme with Training Stipend Precision Engineering Master Craftsman (PeMC) course KEY PROGRAMMES

7 PeMC Programmes Aims are to …….
Deepen and broaden holistic existing technical skills Enhance knowledge in productivity and quality management, and adaptive to new technologies & best practices Strengthen shop floor process, quality and productivity management skills Equip with relevant pedagogy skills &knowledge to drive the OJT implementation in their respective companies.

8 Progression pathway for pe craftsmen
Existing craftsmen with ITE Nitec, Higher Nitec, NTC-2, WSQ Adv certificate at least 4 years experience in PE industry Master Craftsmen Training (2 years part-time ≈ 900 hrs) Work Experience (at least 4 years of experience including OJT) Structured On-the-Job Training (OJT) Programme (2 years) Post-NS refresher course OJT National Service (2 years) Good calibre students with aptitude for craftsman vocation National Precision Engineering Study Award (NPESA) (2 years)
