2 Education & Qualifications in Fluid Power CETOP- Education Recommendations Produced in the late 90s by the CETOP EDUCATION COMMITTEE PURPOSE- To establish an industry standard for education and training aligned to those involved in the maintenance of fluid power systems. CETOP Education Recommendations are not a training course They outline the recommended knowledge and skills as a minimum requirement placing emphasis upon COMPETENCE during the assessment process. CETOP Education Recommendations are sector specific. They can be adapted to meet any sector where fluid power is in uses.

3 Education & Qualifications in Fluid Power CETOP- Education Recommendations It was decided that these recommendations would be aimed at 3 specific vocational levels. LEVEL 1. Related to first line maintenance/working to instructions and often supervision, basic understanding only. Function LEVEL 2. Performs a variety of activities, requiring technical understanding and the ability to make a positive response to deviation (maintenance team member). Function/Operation LEVEL 3. Involved in a broad and often complex range of activities. Responsible for quality of work undertaken and outcomes. Function/Operation/Application/Contol

4 Education & Qualifications in Fluid Power CETOP- Education Recommendations Were designed to be easily implemented by Education and Training Establishments. CETOP- Education Recommendations Should be fully understood by National Trade Associations and promoted accordingly. National Trade Associations and members should collaborate with education and training establishments and help them to better understand the aims of the CETOP EDUCATION RECOMMENDATIONS.

5 Education & Qualifications in Fluid Power What do I need to do to meet the CETOP EDUCATION RECOMMENDATIONS? Many education and training establishments already deliver courses involving fluid power. Step 1- Introduce the CETOP Education Recommendations and explain the purpose. Step2- Refer to their course syllabi and cross reference with the CETOP Education Recommendations. YOU MAY WELL BE SURPRISED AT THE AMOUNT OF COMMON SUBJECTS EXIST. Step 3- Look at the depth of content and begin to align these with the specific LEVEL.

9 From the very start - CETOP EDUCATION RECOMMENDATIONS would combine education with training, enabling maintenance staff to combine both knowledge and skills to perform their work based tasks. This combination of knowledge and skills would be addressed by the term COMPETENCE. COMPETENCE KnowledgeApplicationSkills Education & Qualifications in Fluid Power

10 From this point onwards CETOP Education Recommendations would lead to a QUALIFICATION STRUCTURE consisting of: 1.Knowledge Based Assessment This taking the form of a WRITTEN EXAMINATION. 2.Practical Task Assessment This taking the form of a one to one assessment in carrying out a particular range of tasks. 11 Within the CETOP Education Recommendations this part of the qualification is covered by what are termed ASSESSED ABILITY. COMPETENCE KnowledgeApplicationSkills Education & Qualifications in Fluid Power Each ASSESSED ABILITY was carefully chosen by the CETOP Education Working Group to meet both the level and skills of maintenance staff. Each ASSESSED ABILITY was then supported by the EVIDENCE REQUIRED to address competence in carryout a particular task.

12 Education & Qualifications in Fluid Power To effectively practice the ASSESSED ABILITY and be ASSESSED would require access to an extensive range of equipment as well as having highly knowledgeable practically trained TRAINING ENGINEERS/ASSESSORS.

13 Education & Qualifications in Fluid Power Let us assume that the TASK on this occasion is to assemble a hydraulic system and commission to carryout a particular function. Inline with the TASK the ASSESSED ABILITIES would include: Interpreting the electro-hydraulic circuit diagram Assembling the electro-hydraulic system involving on-off and proportional control from given information and commissioning accordingly Carryout effective fault diagnosis and rectify For each of these, there is a list of EVIDENCE required. The ASSESSOR using a CHECKLIST approach, whilst observing the candidate in action and asking key questions and obtaining progressive feedback will PASS or FAIL the candidate on meeting or not meeting the required PERFORMANCE CRITERIA.

14 The NATIONAL FLUID POWER CENTRE is a BFPA certified CETOP Education Centre This means that a representative from the BFPA has visited to NFPC following the NFPCs application for approval. 16 Education & Qualifications in Fluid Power Education & Training Representative/s responsible for identifying and approving Certified Centres Education & Training Representative/s responsible for identifying and approving Certified Centres If you are to move forward to seriously deliver CETOP EDUCATION RECOMMENDATIONS you must have a team to lead the project and all of the requirements are documented by CETOP.

17 Education & Qualifications in Fluid Power Let us look at the PROCESS leading to centre approval. Having carried out a strong marketing campaign to promote CETOP Education Recommendations, FLUIDAS should receive an application form from a prospective centre (PAGE 28 CETOP Education Recommendations). This should be processed by the FLUIDAS Education and Training Group Having thoroughly studied the centre application, arrangements would be made to visit the centre. 5 Prior to the visit the FLUIDAS representative would correspond with the centre clearly outlining the visit plan etc MAKING REFERENCE TO CETOP Education Recommendations.

19 During the planned Approval Visit FLUIDAS would look at: the capability of the staff together with their experience and qualifications. the suitability and adequacy of the training rooms and practical facilities. the infrastructure of the organisation in respect to management capability and health and safety issues. CETOP Education Recommendations Pages will look at: Accommodation/Facilities Practical Facilities/Equipment Centre Programme Delivery and Management Scheme Administration Health & Safety/Hygiene

20 Education & Qualifications in Fluid Power If the CENTRE APPROVAL VISIT IS SUCCESSFUL the centre will be notified using the attached form.

21 Education & Qualifications in Fluid Power Should such a centre fail to meet the approval criteria FLUIDAS would make the necessary recommendations for improvements and an agreed time scale would normally be established before a 2 nd approval visit is set up. LETS US ASSUME THE CENTRE MEETS THE APPROVAL CRITERIA. FLUIDAS applies to CETOP for that centre to receive its certificate as a CETOP CERTIFIED EDUCATION CENTRE relating to the level/s for which it has applied.

22 Education & Qualifications in Fluid Power Would PROMOTE the Centre and through its membership work closely with its staff to keep them technically up-to-date with fluid power technology. The APPROVED CENTRE and FLUIDAS should become a close working partnership. Together YOUR GOALS are to educate and train maintenance staff to meet the CETOP EDUCATION RECOMMENDATIONS.

23 Education & Qualifications in Fluid Power Is there a particular model way in which to deliver CETOP Education Recommendations? ANSWER- NO. CETOP Education Recommendations outline a minimum level of knowledge and skills to be achieved. THEY ARE A DESTINATION The route or journey or period of time is totally flexible.
