Virginia Plan ●Plan that overall favored big states ●Wanted a strong federal government ●Was created by James Madison ●Virginia plan key parts: -government with three branches -two houses of congress: -one house directly elected by the people who would serve 3 year terms -the second with people elected by state legislatures that would serve 7 year terms ●Both houses would get representatives based on population size

New Jersey Plan ●Plan that overall favoured small states ●Written by William Patterson ●New Jersey Plan key parts: -unicameral system (one legislative chamber) -government had right to regulate and tax commerce between states -congress received right to tax -each state got one vote ●New Jersey Plan was developed to prevent large states (i.e. Virginia) from trampling small states like New Jersey

4. Great Compromise ●Achieved in 1787; (also called the Connecticut compromise) ●Was a mix of the Virginia Plan and the New Jersey Plans ●From the Virginia Plan: -Two House Legislature -One of the House Legislatures was apportioned based off of population ●From the New Jersey Plan -One House of the Legislature would have states get same number of representatives ●Three-fifths compromise occurred to count slave populations in various states
