3 R ULES OF THE C ONVENTION No notes left the room Discussions only take place in the state house Doors and windows closed One state=one vote Delegates had to pay attention to speakers

4 P LAN #1 Virginia Plan (James Madison) 3 branches: executive, legislative, judicial Bicameral Legislature: Representation based on population House of Representatives: Popular election Senate: selected by members of the House Strong national government Fear that it was too strong

5 P LAN #2 New Jersey Plan (William Patterson) Unicameral Legislature: One state=one vote

6 P LAN #3 Connecticut Plan (Roger Sherman) “The Great Compromise” Bicameral Legislature House of Representatives: Representation based on population Senate: each state had equal power

7 T HREE -F IFTHS C OMPROMISE With population used to determine number of representatives, southern states wanted slaves counted Northern states objected—give South too much representation Compromise: slaves would be counted as 3/5 of a person when a state’s population is calculated
