2. What is Gender Mainstreaming? Gender Mainstreaming is the process of ensuring that both women and men have equal access and control over resources, decision-making, and benefits at all stages of the development process and projects. 2

4. When Can Gender Be Integrated? Gender Analysis should be undertaken at all stages of a program/project cycle, including: Identification of the project or activity; Planning or design of the activity; Implementation; and Monitoring and evaluation. 4

5. How Can You Integrate Gender into Projects? Mainstream gender into the overall project; Design a specific project to address identified gender issues; and Design a component/activity for women/men in a particular project (improvement of gender-disaggregated statistics, commissioning of gender research projects, consultation and building networks). 5

Elements of Gender Mainstreaming into Projects Conducting a sound Gender Analysis of the different roles, needs, priorities, and assets of men and women in respect to the sector or project involved, and of the impact of the proposed development intervention on males and females; Integrating measures or provisions into project design, based on the above information, to ensure that both women and men benefit from the project, to mitigate harm and provide alternative compensatory measures, in cases where the harm cannot be mitigated; Allocating resources, responsibilities and accountabilities to ensure that the measures will be implemented; and Monitoring and evaluating the results of project activities for both men and women and understanding the gender implications thereof. 6

7. What are the Analytical Tools Available for Gender Analysis at a Project Level? Women’s Equality and Empowerment Framework Harvard Framework Each tool is different with its own advantages and disadvantages. Some tools are more useful in analyzing social characteristics, while others are more participatory. 7

8. Project Identification Ensure gender considerations are integrated into the TORs for fact-finding/data-seeking activities; Employ a gender specialist, if adequate skills are not available on the team; Consult both men and women, as part of any fact finding or participatory assessments; Ensure that goals and objectives are relevant for both men and women; Prepare a brief assessment of gender issues identifying institutional and human capacity; and Prepare a road map on how gender issues will be addressed through project preparation. 8

9. Project Design and Implementation Does the design team include gender expertise? Is there need for a separate component or can gender be mainstreamed into all components? Are funds being earmarked for these activities? Do all project checklists and tools integrate gender considerations, as necessary? Are both sexes represented in decision-making bodies, both project and beneficiary? Are systems and processes to reach beneficiaries suitably gender-aware? 9

10. Project Monitoring and Evaluation Are gender considerations integrated into monitoring systems? Do Progress Report formats include gender considerations? Are TORs for Results Assessment and other activities gender-aware? 10
