2 Planning Commission Planning Commission - Resolution of GOI in March 1950 Works under National development Council Consults and oversees the implementation of Five Year Plan Advisory planning Body at Apex level

3 Objectives of Planning Commission - To promote a rapid rise in the standard of living of the people -Efficient exploitation of the resources of the country -Increasing production and offering opportunities to all for employment

4 Functions of Planning Commission –Responsible of assessing of all resources of the country –Augmenting deficient resources –Formulating for the most effective and balanced utilisation of resources and determining priorities.

5 Why Plan? Revenue Expenditure m ore than revenue receipts −Due to payment of wages, salaries, Pensions and other establishment charges. −90-93% mandatory expenditure. Non-availability of sufficient funds to carry out projects/schemes.

6 Composition Chairman – Prime Minister. Deputy Chairman-Union Cabinet Minister (Given Rank) Fulltime Members and the Member- Secretary are in the rank of Union Minister of State. The Deputy Chairman and full time Members Commission function as a composite body in the matter of detailed Plan formulation.

7 Five Year Plan Conditions to be observed –10% of BE mandatory for North East –8.2% of BE for tribal areas –20% of BE for SC/ST, and also for gender budgeting
