4. Eisenhower Eisenhower felt that the way to win the Cold War was through a strong military and through a strong economy. He realized a conventional war would be too expensive. He wanted to prevent war from happening in the first place. Massive retaliation- used to threaten the use of nuclear weapons on any Communist state that tried to gain territory through force.
